Upgrading securities , piloting the crypto asset market
In the resolution, the National Assembly requested solutions to strive to increase budget revenue in 2025 by over 15% compared to the estimate. Fully prepare conditions to upgrade the stock market to an emerging market. Quickly study and issue a legal framework for piloting the crypto asset market in Vietnam.
At the same time, allocate budget resources to implement the Politburo 's resolutions on science and technology, innovation, private economic development, law making, organizational arrangement, tuition fee exemption and reduction, and hospital fee exemption.
Along with that, the "National Investment Single Window" will be completed and put into operation soon. In 2025, procedures related to enterprises will be carried out electronically; 100% of administrative procedures will be carried out regardless of administrative boundaries within the province.
The National Assembly also requested full institutionalization and effective implementation of Resolution No. 68 of the Politburo and Resolution No. 198 of the National Assembly on private economic development. Strive to have the private economic sector's contribution to GDP reach 51-52% by 2025; increase the proportion of budget revenue from the private economy in the total budget revenue; increase the efficiency of job creation and labor productivity.

Strengthen inspection of tutoring facilities, strictly handle violations
In the field of education and training, the National Assembly requires the development of breakthrough mechanisms and policies to invest in developing national universities, regional universities and key higher education institutions on par with higher education institutions in advanced countries.
Develop breakthrough policies to attract and employ foreign experts, scientists and overseas Vietnamese to participate in teaching, research and working at Vietnamese educational institutions.
The National Assembly also noted that it is necessary to continue researching and perfecting legal regulations, guidelines, dissemination, and clearer communication on extra teaching and learning. It is necessary to strengthen inspection of extra teaching facilities, promptly correct and strictly handle violations.
At the same time, increase investment in facilities, ensure conditions to implement the policy of organizing 2 sessions/day of teaching, harmoniously combine the duration of teaching cultural subjects with other educational activities, suitable for psychology and age, helping students develop comprehensively.
Improve teaching methods and forms; strengthen the development of open learning resources, apply artificial intelligence, digital transformation and smart teaching equipment, improve the quality of formal teaching and learning, and students' self-study capacity.
Innovate methods and forms of testing, assessment and rewards towards developing learners' qualities and capacities, ensuring substance and combating achievement-based diseases in education.
The National Assembly requested to continue to thoroughly grasp and strictly direct the implementation of regulations and solutions on preventing and combating school violence and food hygiene and safety in schools.
