According to information from the Department of Agriculture and Environment, prior to the provincial merger, the Long An Provincial Environmental Protection Fund was established on April 4, 2014. Its function was to receive, manage, and utilize capital to provide preferential loans for projects addressing pollution, remediation of environmental degradation, and environmental incidents. This fund provided preferential loans to several projects at an interest rate of 3.6% per year, totaling 7.5 billion VND. Projects were closely monitored, completed on schedule, repaid on time, and no bad debts were incurred.
In addition to lending, the former Long An Provincial Environmental Protection Fund was also used to provide deposits for environmental remediation and restoration in mineral mining, scrap import, and waste landfilling. The Environmental Protection Fund received and managed deposits from 82 mineral mining projects in the province, with a total managed deposit amount exceeding 30 billion VND.
The Tay Ninh Provincial Environmental Protection Fund was established on September 26, 2013. Over the years, its organizational structure has been streamlined to operate and carry out the task of receiving and returning environmental remediation and restoration deposits from mineral mining activities of organizations and individuals in the province.
In addition, the former Tay Ninh Provincial Environmental Protection Fund was used to provide loans for environmental protection projects. During the period 2015-2025, loans were provided to 10 projects, with a total disbursed amount exceeding 40.8 billion VND.
Despite achieving some positive results, the operation of Environmental Protection Funds still faces several difficulties and obstacles. Their small scale of operation and limited financial resources are insufficient to attract support for large-scale environmental protection projects, and the mobilization of additional resources from other economic sectors remains limited. The number of projects receiving loans is also low due to the low awareness among businesses regarding the Fund's preferential lending policies.
