Environmental Protection Fund contributes to green development

The Environmental Protection Fund (EPF) effectively supports policy implementation and is a “lever” to encourage businesses to invest in environmental treatment, improvement and restoration projects. Deposit activities, preferential loans and financial support have contributed to reducing pollution, handling environmental incidents as well as monitoring businesses’ environmental responsibilities.

Recently, at a working session with the National Assembly's Supervisory Delegation regarding environmental protection, Mr. Vo Minh Thanh - Director of the Department of Agriculture and Environment of Tay Ninh province, said that in recent years, the province has established the Environmental Protection Fund in accordance with legal regulations, with a clear organizational structure, charter and financial management regulations, ensuring its operational function as a financial tool to support local environmental protection programs and projects.

According to the Department of Agriculture and Environment, before the province was merged, the Long An Provincial Environmental Protection Fund was established on April 4, 2014, with the function of receiving, managing and using capital to provide preferential loans for projects to treat pollution, overcome environmental degradation and incidents. This fund has provided preferential loans to a number of projects with an interest rate of 3.6%/year, totaling 7.5 billion VND. The projects were closely monitored, completed on schedule, paid on time and did not incur bad debts.

In addition to lending, the old Long An Province Environmental Protection Fund is also used to make deposits for environmental improvement and restoration in mineral exploitation, scrap import and waste burial. The Environmental Protection Fund has received and managed deposits of 82 mineral exploitation projects in the province with the managed deposit amount of more than 30 billion VND.

Tay Ninh Provincial Environmental Protection Fund was established on September 26, 2013. Over the years, the organization and apparatus have been strengthened to operate and perform the tasks of receiving and refunding deposits for environmental improvement and restoration for mineral exploitation activities of organizations and individuals in the province.

In addition, the old Tay Ninh Provincial Environmental Protection Fund is used to lend for environmental protection projects. In the period 2015-2025, it will lend for 10 projects, with a disbursement amount of more than 40.8 billion VND.

Despite some positive results, the operations of the Environmental Protection Funds still face some difficulties and obstacles. The small scale of operations and limited financial resources are not enough to create attractiveness to support large-scale environmental protection projects, and the mobilization of additional resources from other economic sectors is still limited. The number of projects borrowing capital is still low due to the low awareness of businesses about the Fund's preferential lending policy./.
