This Regulation stipulates the working principles, tasks and powers, and working regime of the Central Steering Committee on reforming wage policies, social insurance, and preferential treatment for people with meritorious services (Steering Committee).
Working principles of the Steering Committee
The Regulations clearly state that the Steering Committee operates according to the principle of democratic centralism, promoting the responsibility of the leader and promoting the collective intelligence of the members; ensuring the requirements of close coordination and unity in direction, management and information exchange to resolve work according to the functions, tasks and powers of the member agencies as prescribed by law.
Members of the Steering Committee shall promote personal responsibility in the activities of the Steering Committee and in performing assigned tasks and powers; handle work in accordance with assigned authority and responsibilities, in accordance with the order and procedures prescribed by law and the provisions of this Regulation.
Steering Committee members are responsible for fully participating in the activities of the Steering Committee; performing and being responsible to the Head of the Steering Committee for assigned tasks.
The Head of the Steering Committee leads, directs and manages all activities of the Steering Committee.
The Regulations stipulate that the Head of the Steering Committee leads, directs, and manages all activities of the Steering Committee; assigns specific tasks to each member of the Steering Committee; convenes and chairs regular and ad hoc meetings and conferences of the Steering Committee. Is responsible to the Prime Minister for the activities of the Steering Committee.
The Head of the Steering Committee shall issue a Plan for research and implementation of salary policies, social insurance and preferential allowances for meritorious people; and issue the Steering Committee's operating regulations.
If necessary, the Head of the Steering Committee shall authorize the Deputy Head of the Steering Committee to handle work within his/her authority and decide on matters within the scope, functions, tasks and powers of the Steering Committee.
Working mode of the Steering Committee
The Steering Committee operates in a collective manner through meetings convened by the Head or Deputy Heads, discussing collectively and following the Head's conclusions on the implementation of tasks of reforming salary policies, social insurance and preferential treatment for people with meritorious services. The Head's conclusions at meetings are presented in the form of announcements from the Government Office .
Members of the Steering Committee are responsible for fully participating in the Steering Committee's meetings; contributing opinions directly at the Steering Committee's meetings or responding to documents requesting opinions sent by the Steering Committee and being responsible to the Head of the Committee for the content and results of the tasks assigned by the Head of the Committee.
Members of the Steering Committee are assigned to preside over tasks assigned by the Prime Minister and the Head of the Committee to develop a research plan, register the submission time and report progress to the Standing Deputy Head of the Committee for synthesis and reporting to the Steering Committee for consideration and decision.
Ministries and agencies assigned to develop legal documents to implement the reform of salary policies, social insurance and incentives for meritorious people are responsible for reporting and asking for opinions from the Steering Committee on these documents before submitting them to the Government and the Prime Minister for promulgation.
The Head of the Committee uses the Prime Minister's seal, the Deputy Heads use the seals of their ministries to perform assigned tasks.
* According to Decision No. 1480/QD-TTg dated July 3, 2025, the Central Steering Committee is responsible for researching, developing and urging the implementation of the tasks stated in Resolution No. 27-NQ/TW dated May 21, 2018 of the 7th Conference of the 12th Central Executive Committee on reforming salary policies for cadres, civil servants, public employees, armed forces and employees in enterprises; Resolution No. 28-NQ/TW dated May 21, 2018 of the 7th Conference of the 12th Central Executive Committee on reforming social insurance policies; resolutions and action programs of the Government to implement Resolution No. 27-NQ/TW and Resolution No. 28-NQ/TW.
The Central Steering Committee is also responsible for coordinating with ministries and agencies to research socio-economic policies related to wage policies, social insurance and preferential treatment for people with meritorious services as assigned by the Prime Minister; assisting the Prime Minister in monitoring and urging ministries, branches and localities in implementing wage policies, social insurance and preferential treatment for people with meritorious services; solutions to create resources for reforming wage policies and social insurance policies; proposing measures to promptly handle new issues arising in the process of implementing wage policies, social insurance and preferential treatment for people with meritorious services.
