New regulations on gold classification, packaging and sealing

(Chinhphu.vn) - The State Bank of Vietnam issued Circular No. 33/2025/TT-NHNN amending and supplementing a number of articles of Circular No. 17/2014/TT-NHNN regulating the classification, packaging, and delivery of precious metals and gemstones.

Gold bars are gold stamped into pieces, stamped with letters, weight and quality numbers and codes of enterprises and credit institutions licensed by the State Bank to produce, or gold bars produced by the State Bank in each period.

According to the provisions of Point a, Clause 2, Article 5 of Circular No. 17/2014/TT-NHNN, gold is classified as follows:

Jewelry and fine art gold are gold products with a gold content of 8 Karat (equivalent to 33.33%) or more, processed and crafted to serve jewelry and fine art decoration needs.

Gold bars are gold stamped into pieces, stamped with letters, weight and quality numbers and codes of enterprises and credit institutions licensed by the State Bank to produce, or gold bars produced by the State Bank in each period.

Raw gold is gold in the form of blocks, bars, grains, pieces and other types of gold.

In Circular No. 33/2025/TT-NHNN, the above regulation is amended to: Gold is classified as follows:

Gold bars are gold products stamped into pieces, stamped with letters, numbers indicating weight and quality, and with the code of the enterprise and commercial bank licensed by the State Bank to produce; gold bars are produced by the State Bank in each period.

Raw gold is gold in the form of blocks, bars, grains, pieces and other types of gold.

Regulations on packaging and sealing of gold bars and raw gold

Circular No. 17/2014/TT-NHNN stipulates: Gold bars of the same weight, quality, and code after being verified must be packed in boxes or transparent plastic bags in batches, each batch consisting of 100 or multiples of 100, with a maximum of 500 pieces (in case the gold bars are not in a full batch, they must be packed in boxes or plastic bags similar to the gold bars in a full batch and the quantity of gold bars must be clearly stated on the seal).

The gold bar box is a stainless metal box, the size is suitable for the quantity of gold in the batch, the inside is lined with velvet, the top edge of the box has 02 buttons for convenient locking, sealing, and lead clamping.

Each box or bag must have a list of serial numbers and symbols of the gold bars in the box or bag. In addition to the sealed box or bag, the seal must contain all the required information.

In Circular No. 33/2025/TT-NHNN, the above regulation is amended and supplemented as follows:

Regulations on packaging and sealing of gold bars and raw gold of the State Bank:

Gold bars of the same weight, quality, and code after being inspected must be packed in boxes or transparent plastic bags in batches, each batch consisting of 100 or multiples of 100, with a maximum of 500 pieces (in case the gold bars are not in the full batch, they must be packed in boxes or plastic bags similar to the full batch of gold bars and the quantity of gold bars must be clearly stated on the seal).

The gold bar box is a stainless metal box, the size is suitable for the quantity of gold in the batch, the inside is lined with velvet, the top edge of the box has 02 buttons for convenient locking, sealing, and lead clamping.

Each box or bag must have a list of the codes and serial numbers (if any) of the gold bars in the box or bag. In addition to the sealed box or bag, the seal must clearly state: Type, classification, quantity, weight, quality; full name, signature of two people checking and packing; date, month, year of packing and sealing.

Each raw gold bar is contained in a separate plastic bag. Raw gold bars of the same weight and quality after inspection must be packed into boxes in batches, each batch includes 5 or multiples of 5, maximum 25 bars (in case raw gold is not enough batch, it is packed into boxes similar to raw gold with enough batch and clearly state the number of bars on the seal).

The box for storing raw gold in bar form is a stainless metal box, the size is suitable for the quantity of gold in the batch, the inside is lined with velvet, the top edge of the box has 02 buttons for convenient locking, sealing, and lead clamping.

Each box must have a quality certificate from the manufacturer or inspection unit, a list of codes and serial numbers (if any) of the gold bars in the box. In addition to the sealed box, the seal must clearly state: Type, classification, quantity, weight, quality according to the certificate from the manufacturer or inspection unit; full name, signature of two people who inspect and pack; date, month, year of packing and sealing.

In addition, Circular No. 33/2025/TT-NHNN adds regulations on packaging and sealing of gold bars and raw gold of credit institutions . Specifically: The packaging and sealing of gold bars of credit institutions is implemented as the regulations on packaging and sealing of gold bars of the State Bank. Credit institutions regulate in the system the packaging and sealing of raw gold.

This Circular takes effect from November 15, 2025./.
