On the afternoon of October 13, in Hanoi , right after the successful 1st Government Party Congress, term 2025-2030, a press conference was held to inform about the results of the Congress.
Here, Minister of Home Affairs Pham Thi Thanh Tra shared about the revolution in organizing the apparatus, rearranging administrative units at all levels and building a two-level local government - one of the special marks, a historical turning point in the past term.
The Minister emphasized that under the leadership of the Central Executive Committee, the Politburo and especially the drastic direction of the General Secretary, the Government Party Committee has synchronously, drastically and comprehensively implemented the restructuring of the apparatus in the state administrative system. This includes restructuring ministries, ministerial-level agencies, government agencies as well as restructuring administrative units at all levels and implementing two-level local government.
“This is not simply a matter of streamlining, but a real revolution in the organizational apparatus since the founding of the country, of a turning point and of the times, not only adjusting and restructuring the overall organizational apparatus of the political system but also the development space of the country, institutional space, socio-economic space, as well as promoting national governance and local governance,” the Minister said.
This revolution also creates a new strategic development model with a long-term vision for the country, so that the country can take off into a new era of strength, prosperity, wealth, civilization and happiness.
After more than 3 months of operation, the two-level local government system has basically operated smoothly and without interruption, initially demonstrating its effectiveness and ensuring connectivity and unity.
However, the Minister also frankly stated that the new model still faces many initial difficulties. Therefore, focusing on improving the quality and efficiency after restructuring the apparatus, especially the operation of the two-level local government, is considered by the Government Party Congress as one of the very important tasks in the coming term.
To realize the goal of streamlining, efficiency, effectiveness, and efficiency, creating development and better serving the people, Minister Pham Thi Thanh Tra has outlined 6 key groups of tasks and solutions.
In particular, the most important solution is to continue to perfect the institutional and policy system in all fields to unleash all resources for the most comprehensive, inclusive and effective development in all socio-economic fields.
"It is necessary to continue to improve the apparatus structure, staffing, and implementation of the Law on Government Organization, the Law on Local Government Organization, the Law on Cadres and Civil Servants, and soon the Law on Public Employees," said Minister Pham Thi Thanh Tra.
At the same time, continue to perfect relevant specialized laws to create the best legal environment and corridor to ensure smooth operation of two-level local government.
The second is the human factor, namely the team of cadres, civil servants and public employees operating the state administration, especially the two-level local government. The Minister emphasized that "this is a decisive factor".
Therefore, it is necessary to focus on planning and at the same time have specific measures to restructure job positions, improve the quality of staff, civil servants and public employees, to meet the requirements of the state administration in general and the two-level local government in particular.
Currently, the authorities are focusing on and resolutely completing the classification of administrative units, administrative unit standards, and urban classification as a basis for building functions, tasks, and powers, especially determining job positions to determine the number of necessary staff.
According to the Minister, this has only been temporarily and administratively guided in the past, but in the near future it will be fundamentally implemented, ensuring that the staff, civil servants and public employees are sufficient in quantity and high in quality, have a reasonable structure, and meet the operational requirements of the two-level local government as well as the state administration, towards transparent, modern and effective national and local governance.
The third issue, more than ever, according to the Minister, is to focus on effectively implementing decentralization, delegation of power, and assignment of authority.
Recently, the Government has issued 30 Decrees and 66 Circulars of ministries and branches to implement this content, with a huge volume of tasks - nearly 900 tasks on decentralization, delegation of authority, and assignment of authority and approximately 900 tasks on assignment of authority to local authorities at provincial level and especially at commune level.
Up to now, after reviewing, this number is no longer 1,060 tasks as before, because when there is no longer a district-level administrative unit, there are tasks that automatically expire because the commune level has taken over in the 2-level local government model. Through the final review to report to the competent authority, there are nearly 900 tasks that are assigned authority to the commune level.
The Minister noted that it is necessary to continue reviewing once again for localities to implement, ensuring the principle of "locality decides, locality acts, locality takes responsibility". At the same time, it is necessary to continue implementing decentralization associated with feasibility assessment.

Applying AI technology helps to do work better, reduce staff
The fourth solution, according to Minister Pham Thi Thanh Tra, is to strongly reform the administrative system. It is necessary to cut and simplify administrative procedures to better serve businesses and people, aiming at the goal of creating development and serving the people.
In the past, this work has been carried out very drastically, reducing about 30% of administrative procedures. However, it is necessary to continue to cut down further, making it as simple as possible while still ensuring the basic principles of administrative procedures, in order to shorten the time, reduce intermediaries and improve service efficiency for people and businesses.
Fifth, it is necessary to focus on the application of science, technology, innovation and digital transformation. This is one of the most fundamental issues, because a modern, professional, efficient, effective and efficient state administration cannot lack attention to this content. The goal is to create strong and synchronous digital transformation, build a digital society, digital citizens, digital government and digital administration.
"Accordingly, applying AI technology will help perform work better and reduce staff," said Minister Pham Thi Thanh Tra.
Finally, according to the Minister, it is necessary to focus on investing in infrastructure. When rearranging provincial administrative units and building two-level local governments, no longer at the district level, it is necessary to prioritize the development of the socio-economic infrastructure system, especially connecting transport infrastructure, to facilitate travel and create momentum for development.
Besides, it is necessary to focus on digital infrastructure, cultural and social infrastructure to ensure basic conditions for the effective operation of two-level local governments.
Along with that, it is necessary to continue to pay attention to perfecting headquarters, facilities, and equipment to serve people, businesses, and public services, in order to improve the effectiveness of performing the functions and tasks of the staff, civil servants, and public employees.
