Strengthening foreign relations and international integration is a key and ongoing task.
On the afternoon of October 13th, at the official session of the First Congress of the Party Committee of the Government, term 2025-2030, Comrade Le Hoai Trung, Secretary of the Central Committee of the Party, Secretary of the Party Committee, and Acting Minister of Foreign Affairs , presented a paper on the topic "Enhancing the capacity and promoting the role of the Party Committee of the Ministry of Foreign Affairs in leading the successful implementation of the tasks of the diplomatic sector in the era of national development".

Speaking before the Congress, Minister Le Hoai Trung expressed strong agreement with the Political Report presented to the Congress by the Central Committee and the Politburo, and highly appreciated the great, comprehensive, and deeply impactful achievements that the Government Party Committee had led to during the past term.
"Under the leadership of the Central Committee, the Politburo, the Secretariat, and the General Secretary, our country has made remarkable progress in all fields. The Party Committee of the Ministry of Foreign Affairs fully agrees with the major directions, goals, and solutions set forth by the Congress for the coming period – a period that is both challenging and glorious," he emphasized.
According to Acting Minister Le Hoai Trung, the Draft Political Report of the 14th Party Congress contains many new points that affirm the pioneering role of foreign affairs and diplomacy in maintaining a peaceful environment, protecting independence, sovereignty, and territorial integrity, mobilizing external resources for development, and enhancing the nation's position.
"In particular, this time our Party has identified strengthening foreign relations and international integration as a central and ongoing task for the entire political system," the acting minister said.
In that spirit, the Party Committee of the Ministry of Foreign Affairs has identified the need to enhance leadership capacity and promote the comprehensive role of the Party Committee in building a professional, civilized, humane, modern, and effective diplomatic sector, meeting new requirements in the context of globalization and deep integration.
Comrade Le Hoai Trung quoted the directives of General Secretary To Lam and Comrade Pham Minh Chinh, Secretary of the Party Committee of the Government and Prime Minister, at the First Congress of the Party Committee of the Ministry of Foreign Affairs, emphasizing that: In the 2025-2030 term, the Ministry of Foreign Affairs must continue to uphold its glorious traditions, build a team of capable, intelligent, professional, efficient, humane, and modern cadres. In addition, it must enhance its capacity and comprehensively promote its leadership role in contributing to national construction and defense in the new era.
Five key areas for innovation in thinking and leadership methods in foreign affairs.
Acting Minister Le Hoai Trung stated that the Party Committee of the Ministry of Foreign Affairs currently has over 12,000 members, of which approximately 70% are active in Party organizations abroad, operating under different conditions and not always able to maintain regular contact with those in Vietnam.
In addition, the Party Committee has Party members who are officials from 34 provinces and centrally-administered cities working abroad, with an annual rotation rate of approximately 30%. "This is a unique characteristic of the diplomatic sector, requiring flexible and creative leadership methods that are closely linked to the practical realities of each locality," the Acting Minister shared.
According to Comrade Le Hoai Trung, entering a new phase, the Party Committee of the Ministry of Foreign Affairs has identified the need for comprehensive innovation in thinking and leadership methods with five key areas of focus:
Firstly, we need to innovate leadership thinking, affirming the central role of the Party Committee in comprehensively directing foreign affairs work, linked to the goal of building a "comprehensive" Party Committee – one that both leads in politics and ideology and provides professional guidance.
Secondly, we must innovate the Party's leadership methods through personnel work, improving the capacity of cadres and Party members, especially enhancing their awareness, political capacity, professional integrity, and adaptability in the context of integration; and build a diplomatic staff that is both politically sound and professionally competent.
Thirdly, we must innovate inspection and supervision work, not only to prevent violations, combat corruption and waste, but also to promote and encourage the implementation of political tasks; considering inspection as a driving force for development.
Fourth, vigorously innovate leadership methods, promote the exemplary responsibility of the heads of Party committees, agencies, and units; and at the same time, build a model of dedicated, exemplary leadership who dare to think, dare to act, and dare to take responsibility for the common good.
Fifth, strengthen ideological, theoretical, and propaganda work, ensuring that the Party's guidelines and policies are quickly and effectively communicated to every Party organization and cadre, especially in Vietnamese representative offices abroad.
"These innovations aim towards the overarching goal of enhancing the leadership capacity and fighting strength of the Party organization, building a modern and professional diplomatic sector, promoting its pioneering role, and contributing to the building and firm protection of the Fatherland in the new situation," the Acting Minister emphasized.
