Regulations on standards for lecturers training and fostering civil servants

Circular 03/2023/TT-BNV of the Ministry of Home Affairs stipulates standards for lecturers in training and fostering facilities for cadres, civil servants and public employees.

Standards for lecturers in training and fostering facilities for cadres, civil servants and public employees are stipulated in Circular 3/2023/TT-BNV dated April 30, 2023 of the Ministry of Home Affairs guiding Decree 101/2017/ND-CP on training and fostering cadres, civil servants and public employees and Decree 89/2021/ND-CP amending Decree 101/2017/ND-CP.

Standards for senior lecturers:

+ Have a doctorate degree appropriate to the job position, expertise, and teaching field.

+ Have political theory qualifications as prescribed.

+ Have a training certificate according to the professional title standards of university lecturers.

+ Able to use information technology and foreign languages as required by the job position.

Standards for main instructors:

+ Have a master's degree or higher suitable for the job position, expertise, and teaching major.

+ Have political theory qualifications as prescribed.

+ Have a training certificate according to the professional title standards of university lecturers.

+ Able to use information technology and foreign languages (old regulations required foreign language proficiency level 3 (B1)) as required by the job position.

Standards for instructors:

+ Have a university degree or higher suitable for the job position, expertise, and teaching major.

+ Have political theory qualifications as prescribed.

+ Have a training certificate according to the professional title standards of university lecturers.

+ Able to use information technology and foreign languages as required by the job position.

Changes in IT and foreign language requirements

Compared to the old regulations, Circular 03/2023/TT-BNV has changed the requirements on information technology and foreign language proficiency for senior lecturers, main lecturers, and lecturers training and fostering cadres, civil servants, and public employees.

Specifically, according to Circular 01/2018/TT-BNV, senior lecturers, main lecturers, and lecturers must have IT proficiency that meets the basic information technology skills standards as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications regulating the Standards for Information Technology Skills.

In addition, senior lecturers must have foreign language proficiency level 4 (B2), main lecturers must have foreign language proficiency level 3 (B1), and lecturers must have foreign language proficiency level 2 (A2) according to regulations in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 of the Ministry of Education and Training promulgating the 6-level foreign language proficiency framework for use in Vietnam.

Circular 03/2023/TT-BNV stipulates that senior lecturers, main lecturers, and lecturers must be able to use information technology and foreign languages according to the requirements of the job position.

Standard teaching hours and standards for standard teaching hours

Circular 03/2023/TT-BNV stipulates working hours, standard teaching hours and standards for standard teaching hours.

Specifically, the working time of lecturers is implemented according to the working regime of 40 hours per week.

The total working time of a lecturer in a year to perform teaching, scientific research, study, training and other tasks is 1,760 hours after deducting the number of days off as prescribed.

Standard teaching hours are units of time converted from the number of working hours required to complete a certain amount of work belonging to the teaching duties of a lecturer equivalent to a theoretical or practical lecture period in class (or remote teaching), including the necessary working time before, during and after the lecture period.

Teaching time in the training and development plan is calculated in standard teaching hours, in which one period (45 minutes) of direct teaching and discussion in class (or remote teaching) is calculated as one standard teaching hour and is specifically regulated in Article 19 of this Circular.

Standard teaching hour framework in a year:

a) Trainee lecturer: Maximum 90 standard hours.

b) Lecturer: 270 standard hours.

c) Main lecturer: 290 standard hours.

d) Senior lecturer: 310 standard hours.

d) The standard hours of direct teaching of the lecturer positions specified in Points b, c, and d of this Clause account for at least 50% of the corresponding prescribed norms.

The head of the training and fostering facility shall specify the standard hourly rate for each lecturer, in accordance with the actual situation of the unit, but not 15% higher or lower than the standard hourly rate.

Standard teaching hours for lecturers holding leadership or management positions or concurrently holding party or mass organization work

Lecturers appointed to leadership, management positions or concurrently holding party or mass organization positions shall teach according to the following standard hourly framework:
