Planning to develop Tra Vinh into a prosperous province in the Mekong Delta region

On the evening of October 14, Prime Minister Pham Minh Chinh attended the Announcement Ceremony of Tra Vinh Province's Planning for the 2021-2030 period, with a vision to 2050, with the theme: Tra Vinh - Aspiration for Development.

Also attending were Minister of Planning and Investment Nguyen Chi Dung; Minister of Transport Nguyen Van Thang; Secretary of Tra Vinh Provincial Party Committee Ngo Chi Cuong; leaders of Central Committees, Ministries, branches and provinces and centrally run cities.

Previously, on October 2, 2023, the Prime Minister issued Decision No. 1142/QD-TTg approving the Planning of Tra Vinh province for the period 2021 - 2030, with a vision to 2050. According to the Planning, the general goal is that by 2030, Tra Vinh will be a province with medium-high development, in the top group of the Mekong Delta region, with synchronous transport infrastructure, connecting the Mekong Delta region and the whole country; with a developed marine economy , adapting to climate change; cultural values of ethnic groups are preserved and promoted; people have a prosperous and happy life.

According to the Plan, Tra Vinh develops industry rapidly and sustainably in a modern direction, applying new technology, being environmentally friendly in association with the advantages of the marine economy; develops services rapidly and diversely in a modern, high-quality direction; simultaneously develops sea tourism, cultural heritage tourism, especially Khmer culture, linking with destinations in the Mekong Delta and the whole country; invests in developing seaport and logistics services, forming and developing a provincial logistics center in Dinh An Economic Zone; develops agriculture in a modern, sustainable, circular direction, producing concentrated, large-scale goods according to the value chain, effectively and highly competitively based on the application of science and technology and adaptation to climate change.

Notably, the planning identifies the development of Dinh An Economic Zone, Tra Vinh province into a dynamic economic zone of the province and the Mekong Delta region with a multi-sector, multi-sector nature. Prioritizing the development of the following industries: renewable energy, agricultural and aquatic product processing, shipbuilding along with supporting industries; developing aquaculture areas towards high-tech application; developing services and tourism with unique products associated with seaports and logistics services.

At the Conference, the leaders of Tra Vinh province committed to well implementing the Planning; building and perfecting policies and mechanisms, solutions suitable to development requirements; mobilizing resources, attracting investment, promoting socio-economic development of Tra Vinh province so that by 2050, Tra Vinh will be a highly developed province of the Mekong Delta, with a modern marine economic center and a clean energy center of the Mekong Delta, adapting to climate change; a synchronous socio-economic infrastructure system, effectively connecting with the Mekong Delta and the whole country; a civilized and modern society; national defense and security are ensured; people have a prosperous, civilized and happy life.

Speaking at the event, Prime Minister Pham Minh Chinh emphasized that the announcement of the Provincial Planning for the 2021-2030 period, with a vision to 2050, is to continue to concretize the guidelines, policies and strategies of the Party and State on the development of the Mekong Delta in general and Tra Vinh province in particular, most recently Resolution 13-NQ/TW of the Politburo on the direction of socio-economic development, ensuring national defense and security in the Mekong Delta region to 2030, with a vision to 2045.

Prime Minister Pham Minh Chinh affirmed that Vietnam has a stable and increasingly developing economic, political and social foundation; is an attractive destination for investors; and international integration is promoted, which are very favorable general conditions for localities, including Tra Vinh province, located in a very dynamic development region.

Tra Vinh has a strategic position in terms of economy, national defense, and security, is an important route to the sea in the Mekong Delta, is a key province in terms of marine economy; is a place where many potentials and strengths in socio-economic development converge; has an abundant source of young labor; Tra Vinh people are humane, righteous, courageous, simple, and open; the Party Committee, government, and people of Tra Vinh province demonstrate high determination, clearly define development strategies, and issue many specific programs, plans, and projects.

Considering that the Tra Vinh Provincial Planning is of special importance, creating new development space, promoting sustainable and effective development of industries and sectors; helping to exploit and maximize the potential and strengths of the province, the Prime Minister highly appreciated the sense of responsibility of the leaders of Tra Vinh province and relevant agencies who have carefully prepared for the field survey of the sea area, Dinh An Economic Zone, the Ceremony to announce the Provincial Planning and the groundbreaking ceremony of Dai Ngai Bridge; believing that this series of events is a very important first step for the development of Tra Vinh province in particular and the Mekong Delta region in general.

Reviewing the outstanding achievements in socio-economic development of Tra Vinh, the Prime Minister said that since the beginning of 2023, Tra Vinh province has effectively implemented the Central Government's direction and management on socio-economic development, strived to overcome difficulties and challenges, and focused all efforts to achieve the highest results in the set goals and tasks. In particular, GRDP growth in the first 9 months of the year reached 8.51%, all sectors and fields developed strongly...; contributing positively to the overall development of the country.

Highlighting the basic content of the Tra Vinh Provincial Planning for the period 2021 - 2030, with a vision to 2050, Prime Minister Pham Minh Chinh requested Tra Vinh province to thoroughly grasp, drastically, synchronously and effectively implement the Provincial Planning, especially the sectors and fields that are the province's potential and advantages. In particular, prioritizing the allocation of resources to organize the synchronous and effective implementation of development space, forming regions and development driving axes, and connecting gateways. In particular, 3 development driving axes must be soon formed, including: the development axis along the coastal road; the development axis along National Highway 60 and the development axis along the Hong Ngu - Tra Vinh expressway.

The Head of Government requested Tra Vinh to coordinate and manage in a unified manner, ensuring connectivity, synchronization, efficiency and consistency between provincial planning and specialized planning, higher-level planning for sustainable development with a long-term vision, overall development orientation, regional linkage, promoting potential and advantages, strongly developing socio-economy, protecting the environment and adapting to climate change.

Tra Vinh must mobilize and effectively use resources; promote public-private partnership, effectively use all development resources; focus on developing the urban system, investing in infrastructure, especially infrastructure of Dinh An economic zone, Co Chien and Cau Quan industrial zones. Focus on investing in completing transport infrastructure, focusing on the coastal corridor road, national highways passing through the province; improve the efficiency of seaports, develop logistics.

The province needs to focus on economic restructuring, associated with growth model innovation, increasing labor productivity, increasing competitiveness of key industries and fields, on the basis of digital transformation, application of science and technology and innovation, green development, circular economy...; promote administrative procedure reform, improve the investment and business environment, enhance competitiveness; increase publicity, transparency, listening, dialogue, promptly resolve difficulties and problems, create favorable conditions for investors and businesses.

"With the viewpoint that resources originate from thinking, motivation originates from innovation, and strength originates from the people; Tra Vinh must maximize the potential and strengths of the province's people, culture, and nature for development," the Prime Minister pointed out.

The Prime Minister requested Tra Vinh province to continue streamlining its apparatus, improving effectiveness and efficiency in association with building a team of high-quality civil servants; renewing working style and manners, tightening administrative discipline and order; paying attention to ethnic and religious affairs, maintaining political security and social order and safety; developing high-quality human resources; building a startup ecosystem, innovation in the province, and business incubators.

On this occasion, the Prime Minister directed the central ministries and branches to continue to effectively implement the Party's guidelines and policies, the State's policies and laws, and the direction of the Government and the Prime Minister; create a favorable investment and business environment; promptly and effectively resolve recommendations and proposals from Tra Vinh province, people and businesses; promptly complete relevant legal regulations and policies.

Ministries and branches must closely coordinate with Tra Vinh to assess the current situation, have solutions to improve the investment environment, create favorable conditions to reduce costs for businesses and investors; guide Tra Vinh province in the process of implementing the Planning; research, propose policy mechanisms, solutions, mobilize and allocate resources to effectively implement the goals and orientations of the Planning to ensure consistency and synchronization with the implementation of the country's 10-year socio-economic development strategy 2021 - 2030; strategies, plans, plans for sectoral and field development and local socio-economic development plans.

The Prime Minister believes that after this Conference, it will create a ripple effect and attract more and more businesses and investors to Tra Vinh, contributing to promoting the province's rapid and sustainable development, completing the goals set out in the Plan.

"I believe that ministries, branches, localities, and enterprises, with affection and responsibility, have made efforts and will make more efforts, joining hands with Tra Vinh province to well implement the planning, making Tra Vinh a fairly developed province in the region," the Prime Minister emphasized./.
