Dak Nong Province Planning: New driving force for the aspiration of “Strong Province - Rich People”

Creating a solid foundation after 20 years of re-establishing the province, Dak Nong is steadily entering a promising breakthrough stage, to reach the level of becoming "Strong Province - Rich People - Beautiful Nature - Compassionate Society".

Youth at 20

Dak Nong Plateau is wearing a new, brilliant and green silk coat. During these historic March days, Dak Nong not only celebrates the 49th anniversary of Gia Nghia - Dak Nong Liberation Day, but also organizes many events to celebrate the 20th anniversary of the Provincial Re-establishment Day (January 1, 2004 - January 1, 2024), a meaningful milestone of development.

Entering the age of 20 with many ambitions and dreams, Dak Nong has affirmed itself by making spectacular progress to escape the image of a “poor, underdeveloped province”. Looking at Dak Nong today, many people find it difficult to imagine the difficulties that this highland region has gone through since its separation from the province.

In the early days of its establishment, Dak Nong faced many difficulties because its economy was mainly agricultural, and industry and handicrafts were not yet developed. However, with the strong determination of the entire political system, the consensus of the people and the support from the Central Government, Dak Nong has achieved remarkable results, increasingly affirming its position as a young but determined province.

Twenty years ago, with a low starting point, Dak Nong was one of the most difficult provinces in the country. The economy and society were underdeveloped. Infrastructure was lacking and weak. People's lives faced many difficulties... But up to now, Dak Nong has risen to become a bright spot in the socio-economic development of the Central Highlands, achieving impressive results in all fields.

To mobilize resources for development, Dak Nong constantly strives to reform administration, improve the investment and business environment; develop the enterprise system and attract non-budgetary investment.

In 2023, Dak Nong's GRDP will reach 23,889 billion VND, the economic scale will increase 12 times compared to 2004. The province's GRDP growth rate has always been stable, reaching an average of 7.19%/year. Average income per capita will reach 68.02 million VND/person/year, more than 12 times higher than in 2004. Total social development investment capital will increase 20 times (in 2004 it reached 903 billion VND, in 2023 it will reach 18,668 billion VND). Budget revenue will increase 15.2 times.

Poverty reduction in the province has also achieved impressive results, decreasing from 33.7% in 2005 to 5.18% in 2023. The poverty rate of ethnic minority households has decreased by 4-5% per year; in 2023 alone, it decreased by 8.14%. From a province without a type IV urban area, Dak Nong now has 9 urban areas, including 1 type III urban area (Gia Nghia City). The urbanization rate has increased from 7% (in 2004) to 28% (in 2022)...

The above figures show the strong development of Dak Nong as well as the relentless efforts to keep up with the development momentum, creating a solid foundation for the new development journey.

In that growth trend, the Provincial Planning for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister, adds extremely important motivation to Dak Nong, setting higher and further goals for the future of the province. This is a very important milestone in the process of socio-economic development of Dak Nong province in accordance with the Party's guidelines and policies and the State's laws, in accordance with the master plan, national planning and the Central Highlands planning; maximizing the potential and advantages of Dak Nong for rapid and sustainable development.

Accordingly, the goal by 2030 is for Dak Nong to become a fairly developed province in the Central Highlands; the infrastructure system is invested synchronously; it is an important gateway connecting trade between the Central Highlands and the Southeast; the national bauxite - alumina - aluminum industrial center, the renewable energy center of the region. The province will develop high-tech agriculture, link market value chains; develop resort and ecological tourism...

By 2050, Dak Nong will become a developed province of the Central Highlands; with synchronous and modern infrastructure; sustainable and comprehensive development in economy, culture, society, environment and ensuring national defense and security; a center for the national aluminum and post-aluminum industry; developing high-tech, high-value agriculture; a center for resort and ecological tourism in the region and becoming a "Strong Province - Rich People - Beautiful Nature - Compassionate Society".

New impulse

With a new mindset and vision, the Provincial Planning has opened the door to the future, created development opportunities, and shaped new values for Dak Nong. In particular, the Planning has identified important sectors and fields in the development process of the province, including industry; agriculture, forestry and tourism.

The industry develops towards modernity, deep production and processing, high added value, and environmental friendliness; strives for an average annual increase in the Industrial Production Index of 20%; focuses on investment in completing the value chain of bauxite - alumina - aluminum production, after aluminum; becomes the national aluminum industrial center.

This is a particularly important direction, because Dak Nong has the best bauxite reserves in the world and the largest in the country, with reserves of about 5.4 billion tons of raw material. The plan clearly states that the province will effectively exploit and promote the strengths of bauxite minerals; prioritize investment projects according to the Prime Minister's Decision on the Planning for Exploration, Exploitation, Processing and Use of Minerals in the 2021-2030 period, with a vision to 2050.

Specifically, complete and put into operation the Dak Nong Aluminum Electrolysis Plant; improve efficiency and increase capacity of the Nhan Co Alumina Plant; call for investment in Dak Nong Alumina Plant 2, 3, 4, 5 associated with planned mining areas and clusters.

Regarding the agriculture and forestry sector, the Provincial Planning identifies the development of large-scale, high-value, ecological, organic, circular agriculture, adapting to climate change and ensuring water resources security; forming specialized areas for concentrated cultivation and livestock farming, associated with high-tech preservation and processing industry and linking market value chains; developing agricultural economy associated with preservation and processing industry, enhancing product value...

Regarding tourism, Dak Nong aims to become an attractive destination for eco-tourism and resorts associated with effectively exploiting and promoting the strengths of climate, natural landscapes, indigenous culture and the Dak Nong UNESCO Global Geopark. The province will focus on developing the Ta Dung area - "Ha Long Bay in the Central Highlands" and the system of heritages and landscapes belonging to the Dak Nong UNESCO Global Geopark; develop the Ta Dung lake tourist area to gradually become a national tourist area, creating momentum for tourism development in the whole province...

Planning to organize socio-economic activities of Dak Nong province according to the model of "One center - Three growth drivers - Four economic corridors - Four development sub-regions". This model ensures balanced and harmonious development for the province.

In which, Gia Nghia City is the political, administrative, economic, cultural, social, scientific - technological center of the province; is the core urban area of the Southern Central Highlands sub-region. Three growth dynamic poles, including the central dynamic pole formed from the Dak R'Lap - Gia Nghia - Quang Khe urban chain, with the central nucleus being Gia Nghia urban area. The northern dynamic pole is formed from the Ea T'ling nuclear urban area (Cu Jut district) and Dak Mam urban area (Krong No district). The northwestern dynamic pole runs along the border economic corridor with the central nucleus being Dak Mil urban area and Duc An urban area (Dak Song district), Dak Buk So urban area (Tuy Duc district)...

According to Mr. Ho Van Muoi, Chairman of Dak Nong Provincial People's Committee, to mobilize resources for development, Dak Nong is constantly making efforts in administrative reform, improving the investment and business environment; developing the enterprise system and attracting non-budgetary investment.

After a long period of maintaining a low ranking in the Provincial Competitiveness Index (PCI), in 2022, Dak Nong made an impressive improvement, rising to 38th out of 63 provinces and cities nationwide. That improvement has had a positive impact on business development and investment attraction results in the province; bringing the total number of private enterprises operating in the province to more than 3,700, with a total registered capital of more than 35,000 billion VND.

“Dak Nong identifies three pillars for local economic development, including developing the aluminum industry, aluminum smelting and renewable energy such as wind power, solar power, building Dak Nong into a national aluminum industrial center; developing high-tech, sustainable agriculture according to the value chain...; developing tourism on the basis of promoting natural advantages, cultural values - indigenous ecological characteristics... To effectively promote potentials and advantages, the province chooses three strategic breakthroughs,” said Mr. Ho Van Muoi.

Dak Nong will urgently develop a Plan to implement the Planning, submit it to the Prime Minister for approval; review and adjust specialized planning; economically and effectively use natural resources and state budget capital for development investment, focus on key sectors and fields, key infrastructure projects with breakthroughs and great influence.

Along with that, the province focuses on investing resources to complete infrastructure, create favorable conditions for human resource development, especially high-quality human resources; effectively implement solutions to promote digital transformation; create breakthroughs in administrative reform and improve the investment and business environment; create a favorable investment and business environment, mobilize maximum resources to implement the Planning...

Overcoming strong development in the past 20 years, Dak Nong is entering a period of strength to aim for a higher goal, making Dak Nong a "Strong Province - Rich People - Beautiful Nature - Compassionate Society".
