From policy to practice
In this arrangement, the Politburo and the Secretariat requested that the merger of administrative units (ADUs) be carried out simultaneously at both provincial and communal levels, reducing the local government level to 2 levels - not organizing the district level.
Accordingly, the merger of provincial and commune-level administrative units will not only be based on criteria of population size and area, but also must pay attention to national master planning, regional planning, local planning, socio -economic development strategy, and expansion of development space. This helps to overcome the situation of scattered, ineffective investment, and even conflicts of interests between provinces and cities with similar conditions.
Following the direction of the Central Government, Thai Nguyen and Bac Kan provinces have developed projects to reorganize commune-level administrative units. Accordingly, after the merger, Thai Nguyen reduced from 172 commune-level administrative units to 55 commune-level administrative units (a decrease of 68.02%); Bac Kan reduced from 108 communes, wards and towns to 37 commune-level administrative units (a decrease of 65.7%).
Speaking at the 28th Session (special session) of the Provincial People's Council held on April 23, 2025, Comrade Pham Hoang Son, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Thai Nguyen Provincial People's Council, emphasized: The policy of arranging and merging Bac Kan and Thai Nguyen provinces is suitable to the practical conditions of each region and locality to ensure expansion of development space, promote advantages in terms of natural conditions, economy, culture, historical traditions... to promote the overall development of the province.
Thus, the merger not only expands the development space but also gives strong autonomy, helping local authorities to decide, implement and take responsibility for implementing their socio-economic development tasks and programs when the apparatus has been streamlined; ensuring smooth management from the central to local levels.

In accordance with planning at all levels
According to architect Tran Hai Hung, Thai Nguyen Province Architects Association: The post-merger planning of the province opens up a new, larger, more integrated development space that is consistent with the orientation of the national master plan, regional planning, local planning, and reshaping the entire socio-economic development structure. With its strategic location and natural, socio-economic, cultural and historical conditions, Thai Nguyen province after the merger has increased its position and assumed an important role for the region and the whole country.

In recent years, Thai Nguyen has made key investments to optimize transport infrastructure, regional connectivity to promote trade connections. Regarding industry, the province has closely followed land use planning and new functional zoning in a reasonable, harmonious, complementary and mutually supportive manner, focusing resources on key areas, and promoting the strengths of each area.
Focusing on developing high-tech industrial parks in Pho Yen City, Song Cong City, and Phu Binh District has been promoting its strengths, attracting FDI capital and many large investors.
For Bac Kan province, the strengths are processing agricultural and forestry products associated with raw materials; developing forestry, protecting forests, especially upstream forests, growing industrial trees, fruit trees, medicinal herbs, clean green vegetables, raising livestock and poultry to serve urban residents, creating a mutually complementary supply chain. After the two provinces merge, it will create a high-value local tourism link tour from Thai Nguyen with the tourism potential of Dong Tam Dao, Nui Coc Lake, ATK Dinh Hoa Historical Site and Bac Kan with rich and diverse natural tourism potential, with a large forest coverage rate of 73%; air quality, environmental index among the best in the country; with many waterfalls, streams, caves, the most famous of which is Ba Be Lake.
Thus, Thai Nguyen will have a harmonious development between urban, industrial and ecological conservation, creating a source of carbon credits to offset emissions for industrial activities right in the local supply chain, helping to reduce the impact of climate change.
