This is the information given by a representative of the Department of Planning and Investment (DPI) of Quang Nam province at a press conference to inform about the socio-economic situation in the third quarter and some key tasks in the fourth quarter of 2023, organized by the People's Committee of Quang Nam province on the afternoon of October 5.
According to the Department of Planning and Investment of Quang Nam province, in the past 9 months, despite facing many difficulties and challenges, especially the complicated and unpredictable developments in the world situation...; however, the Provincial Party Committee, Provincial People's Council, Provincial People's Committee have focused on leading and directing the timely and flexible implementation of the proposed tasks and solutions; along with the efforts of all levels, sectors and localities, the province's socio -economic situation has had positive changes. Notably, service activities have been quite bustling and recorded a fairly high growth rate in many industry groups; tourism activities have improved, especially international visitors ; agricultural production has continued to maintain stable growth; social security work has been paid attention to by all levels and sectors; Education and training are invested with outstanding results; many unique cultural and artistic activities and traditional festivals are successfully and enthusiastically organized.
However, besides that, many shortcomings and limitations in various fields have also been revealed, notably: Economic growth rate (GRDP) decreased sharply compared to the same period last year; state budget revenue and import-export turnover decreased; industrial production improved compared to the previous month but has not fully recovered; disbursement of public investment capital is still low, not meeting expectations; enterprises still face many difficulties, reducing scale, operations and the number of domestic and foreign investment projects both decreased .
According to the Department of Planning and Investment of Quang Nam province, in the general context of the local economy, the trade, service and tourism sectors in the first 9 months of the year have seen positive changes. Of which, the total number of visitors and accommodation reached more than 0.53 million (international visitors are estimated at more than 0.3 million, domestic visitors are estimated at 0.23 million). Revenue from tourism and accommodation is estimated at 650 billion VND and social income from tourism is estimated at 1,457 billion VND. Compared to the same period in 2022, the total number of visitors and accommodation in the first 9 months reached more than 6.4 million, an increase of 1.56 times (international visitors are estimated at more than 3 million, an increase of 8 times; domestic visitors are estimated at nearly 3.4 million, a decrease of 1.1 times). Tourism revenue reached 6,590 billion VND and social income from tourism reached 15,487 billion VND.
Regarding public investment, a representative of the Department of Planning and Investment of Quang Nam province affirmed: As of September 29, 2023, the total disbursed public investment capital in the whole province was 4,060 billion VND, reaching 43.8%, an increase of nearly 2,150 billion VND compared to the second quarter and higher than the same period last year.
To achieve the above results, the Provincial People's Committee has focused on directing and drastically implementing many solutions to accelerate the progress of project implementation and disbursement of public investment capital. In particular, a number of public investment projects in the period of 2021-2025 have been approved in principle and adjusted in principle; adjusted and supplemented the list of land acquisition projects to continue promoting investment and ensuring conditions for implementing works and projects in the area.
About attracting investment, the whole province currently has 907 newly registered enterprises with registered capital of 4,782 billion VND, a decrease of 78 enterprises (a decrease of 1,331 billion VND) compared to the same period last year and an increase of 265 enterprises (an increase of 980 billion VND) compared to the accumulated figure up to the end of the second quarter. In the first 9 months, the number of enterprises returning to operation was 348, a decrease of 31.1% (a decrease of 157 enterprises); the number of dissolved enterprises was 111, a decrease of 34.7% (a decrease of 59 enterprises); the number of enterprises registering to temporarily suspend operations was 863, an increase of 12.7% (an increase of 97 enterprises).
Regarding investment promotion, in the first 9 months of the year, the province has granted 16 new domestic projects with a total registered capital of about 1,834 billion VND, adjusted 19 projects, terminated 04 projects, and accumulated to date there are 1,137 domestic investment projects still in effect with a total registered capital of more than 225 trillion VND; granted 01 new foreign direct investment (FDI) project with a total investment capital of 01 million USD, and revoked 03 projects, bringing the total number of FDI projects still in effect to 193 projects with a total investment capital of more than 6 billion USD.
Regarding the key tasks of the fourth quarter of 2023, information at the meeting said that in the remaining time from now until the end of 2023, Quang Nam province will continue to focus on implementing well the tasks in all fields. In particular, the Provincial People's Committee requested the sectors to actively and urgently study the contents and requirements of the Central Ministries and branches to review and supplement the planning dossier of Quang Nam province for the period 2021 - 2030 with a vision to 2050. Focus on implementing well the task of collecting the State budget, especially synchronously and flexibly implementing key tasks and solutions to manage tax collection, debt collection, and prevent budget losses to strive to complete the task of collecting the State budget in 2023.
Prioritize and resolutely implement solutions to accelerate the disbursement of public investment capital in 2023. Continue to implement solutions to stimulate consumption; link trade stimulus with tourism stimulus. Proactively and effectively implement disaster prevention and control plans according to the "4 on-site" motto, not to be passive or surprised in any situation.
Promote administrative procedure reform associated with digital transformation. Strengthen coordination, improve the effectiveness of prevention, suppression, and handling of all types of crime, ensuring security and order in the province....
At the meeting, representatives of the Provincial People's Committee and departments and branches also discussed and answered many issues raised by representatives of press agencies related to the management of natural resources and environment, business operations and the inspection, supervision, and handling of asset and tax recovery due to businesses operating in violation of regulations, causing damage to the locality and people; the removal of difficulties and obstacles in the management and exploitation of land resources and resettlement arrangements for projects; the handling and inspection of food safety for businesses, including the owner of Phuong bakery in Hoi An; the handling of overcharging in schools at the beginning of the new school year 2023-2024; the management and recovery of lost relics.../.
