The Ministry of Home Affairs has just issued Report No. 2976/BC-BNV on the results of administrative reform implementation in the first 6 months of 2023.
According to the Report, the results of the administrative reform work of the Ministry of Home Affairs in the first 6 months of 2023 are shown in the following aspects: directing and operating administrative reform; institutional reform; administrative procedure reform; administrative apparatus reform; civil service reform; public finance reform; building and developing e -Government and digital Government.
The report said that in the first 6 months of 2023, the work of reforming the organizational apparatus within the Ministry of Home Affairs continued to receive attention and close direction from the Ministry's leaders.
Based on Decree No. 63/2022/ND-CP dated September 12, 2022 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Home Affairs, the Ministry has focused on reviewing, amending and supplementing regulations on the functions and tasks of the agencies and units under the Ministry.
Up to now, 20/20 units under the Ministry of Home Affairs have had documents regulating functions, tasks, powers and organizational structure.
Reduce 3 Departments under the Ministry and 2 agencies equivalent to General Departments
As a result of the work of reorganizing the apparatus, the Ministry of Home Affairs has reduced 03 units under the Ministry and reorganized 02 agencies equivalent to General Departments under the Ministry.
Of which, 02 Departments under the Ministry were reduced (due to administrative organization merger), 01 public service unit under the Ministry was reduced (due to merger of public service units) and 02 agencies equivalent to General Departments (Central Emulation and Commendation Committee, Government Committee for Religious Affairs) were reorganized into 02 agencies equivalent to Departments under the Ministry.
The Ministry of Home Affairs has reorganized and consolidated units under the two Boards, reorganized the Departments and equivalents under the Boards into Divisions and equivalents under the Boards.
At the same time, the Ministry of Home Affairs is reorganizing and reducing the number of focal points of units under the Board, ensuring streamlined, effective and efficient operations.
Regarding the internal organizational structure of the units under the Ministry, the organizational arrangement has reduced 24 focal units.
Of which, 03 units under the Government Committee for Religious Affairs were reduced, 01 unit under the Ministry's Office was reduced, 01 unit under the Ministry's Inspectorate was increased due to the requirements of inspection work, 01 unit under the Information Center was reduced, 01 unit under the State Organization Magazine was reduced, 23 units under the Hanoi University of Home Affairs were reduced.
However, due to the merger of the School into the National Academy of Public Administration, the Academy has increased by 04 units compared to before.
Reduce 10 General Directors, Deputy General Directors; 100 Department Directors, Deputy Department Directors of Ministries and General Departments
The report said that after restructuring the apparatus, the Ministry of Home Affairs has reduced 03 Department Head positions and equivalent positions and reduced 09 Deputy Department Head positions and equivalent positions in agencies under the Ministry.
Regarding the reorganization of 02 agencies equivalent to General Departments into 02 agencies equivalent to Departments under the Ministry, 02 positions equivalent to General Director were reduced; 08 positions equivalent to Deputy General Director were reduced; 22 positions of Department Heads and equivalent positions under the General Department were reduced; 66 positions of Deputy Department Heads and equivalent positions under the General Department were reduced.
Thus, after half a year of restructuring the apparatus, the Ministry of Home Affairs has reduced 10 General Directors and Deputy General Directors; reduced 25 Department Directors, 75 Deputy Department Directors and equivalent positions in the Ministry and General Department.
Reduce 72 Department Heads and Deputy Department Heads; restructure and adjust more than 500 civil servant and public employee positions
Regarding the internal organization of the units under the Ministry, 24 positions of Department Head and equivalent have been reduced; 48 positions of Deputy Department Head and equivalent have been reduced.
The Ministry of Home Affairs has also restructured 33 civil servant positions and 473 career positions (from merged units to post-merger units and other units under the Ministry with large workloads).
The adjustment and assurance of suitability with job positions and qualifications of civil servants and public employees will contribute to continuing the policy of strongly innovating personnel work and improving the quality of civil servants and public employees of the Ministry in the current period and the following years.
The staff, civil servants and public employees of the Ministry of Home Affairs have raised their awareness, changed, adapted and highly agreed with the Party's guidelines and the State's policies and laws on organizational restructuring, always have stable thinking, feel secure in their work and strive to complete assigned tasks well./.
