Resolute action for green development

The Climate Ambition Summit was solemnly opened at the United Nations (UN) headquarters in New York, USA on September 20 (local time). Prime Minister Pham Minh Chinh led the Vietnamese delegation to attend this conference.

At the conference, leaders of countries and international organizations emphasized the need for urgent action and increased cooperation to address climate change; called for a gradual reduction in the use of fossil fuels, a fair green transition, and balanced funding for adaptation and mitigation of greenhouse gas emissions.

The UN Secretary-General called on countries to set ambitious greenhouse gas emission reductions in line with the goal of keeping global temperature rise at 1.5 degrees Celsius. Developed countries need to achieve net zero emissions by 2040 at the latest, and major emerging economies by 2050.

The UN Secretary-General stressed that developed countries need to support developing countries in line with common but differentiated responsibilities.

At the conference, Prime Minister Pham Minh Chinh proposed establishing a new vision, new thinking, new determination, and drastic actions for green development, zero net emissions; accelerating the process of fair and equitable green energy transition; calling on developed countries and international organizations to actively support developing countries and underdeveloped countries in green technology and green finance...

Proposing to build new-generation partnerships and promote the mobilization of green finance for climate in the form of public-private partnerships, the Prime Minister said that developed countries and international partners need to double their finance for adaptation activities by 2025; put the Loss and Damage Fund into operation at the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28) as committed, and continue to comprehensively reform the global financial system to increase the capacity to provide green finance.

On the same day, the UN High-Level Conference on Pandemic Preparedness and Response took place at the UN headquarters - organized by the UN at the initiative of Vietnam and several countries. The conference adopted the Political Declaration on Pandemic Preparedness and Response by consensus, in which it was decided to hold a UN High-Level Conference on this issue in 2026.

On the same day, Prime Minister Pham Minh Chinh met with President of the UN General Assembly Dennis Francis and received Director General of the United Nations Industrial Development Organization (UNIDO) Gerd Muller.

In addition, the Prime Minister also received US Treasury Secretary Janet Yellen and US National Security Advisor Jake Sullivan to discuss bilateral cooperation; received Mr. Bill Gates - founder and Chairman of Microsoft Corporation, also founder and Chairman of the Gates Foundation; and received leaders of several leading economic groups in the US and the world such as SpaceX, Coca-Cola, and Pacifico Energy.

The Prime Minister also received and awarded the Friendship Medal of the State of Vietnam to Ms. Aurélia Nguyen, Strategic Director of the Global Alliance for Vaccines and Immunization (GAVI). Following that, the Prime Minister had meetings with First Secretary and President of Cuba Miguel Diaz Canel; Presidents of several European countries, Prime Minister of Thailand Srettha Thavisin, etc.

Vietnam signs important maritime agreement

On September 20, Foreign Minister Bui Thanh Son signed the Agreement on the Conservation and Sustainable Use of Biological Diversity in Marine Areas Beyond National Jurisdiction. This agreement regulates the exploitation, benefit-sharing and conservation of marine genetic resources in international waters.

The adoption and signing of this agreement is a historic milestone in efforts to protect the marine environment, in the context of implementing the 2030 Agenda, especially Sustainable Development Goal 14 on the conservation and sustainable use of the seas and marine resources.

This is the third agreement negotiated and signed within the framework of the 1982 United Nations Convention on the Law of the Sea.
