The criteria for establishing a commune or ward trade union basically include 1,500 union members and at least 10 grassroots trade unions and trade unions, and are based on the actual situation of the locality and the requirements of trade union activities.
Currently, the city has 126 communes and wards; of which 72 units are eligible to establish a union, while 54 units are not eligible. After reviewing, the Hanoi Labor Federation plans to establish 64 unions in eligible communes and wards and 8 unions under the model of selecting a commune or ward to manage union members, grassroots unions, and grassroots unions of neighboring communes and wards that are not eligible.

For the 13 communes and wards that do not meet the conditions, a unit with a large number of union members or many grassroots unions will be selected to establish a union, while also managing union members and grassroots unions of neighboring units.
The Executive Committee, Standing Committee and Inspection Committee of the commune and ward trade unions will be appointed by the Standing Committee of the Hanoi City Labor Federation. The Executive Committee has a maximum of 15 members, ensuring the structure of full-time trade union officials, chairmen of grassroots trade unions or grassroots trade unions.
