In the first 6 months of 2025, the People's Committee of Dong Thap province has closely followed the comprehensive and in-depth leadership and direction of the Provincial Party Committee, the close and timely supervision of the Provincial People's Council in concretizing the major policies and orientations of the Central Government into the actual situation of the locality. The Provincial People's Committee has promptly developed, promulgated and synchronously implemented the socio-economic development plan, state budget estimate, and public investment plan for 2025.

At the same time, focus on removing difficulties and obstacles for production and business, speeding up the disbursement of public investment capital; effectively implementing social security policies; ensuring national defense and security, maintaining political stability and social order and safety.

With the focused leadership and direction of the Provincial Party Committee, the management of the Provincial People's Committee, the efforts of sectors, levels, business community and people in the province, the socio-economic situation in the first 6 months of 2025 achieved many positive results.

Accordingly, the province's gross domestic product (GRDP) in the first 6 months of 2025 is estimated at VND 69,544 billion, an increase of 7.16% over the same period in 2024. All economic sectors grew quite well. Of which, the agriculture - forestry - fishery sector increased by 3.94%, contributing 1.3 percentage points to the overall growth; the industry - construction sector increased by 10.54%, contributing 2.86 percentage points to the overall growth; the trade - service sector (including tax) alone increased by 7.53%, contributing 3 percentage points to the overall growth.

According to the Provincial People's Committee, in the first 6 months of 2025, the total social development investment capital of the province is estimated at 35,525 billion VND, up 10.9% over the same period, reaching 39.5% of the annual plan. State budget revenue is 12,977 billion VND, reaching 62.74% of the annual estimate, up 18.21% over the same period.

The number of newly established enterprises increased rapidly. The whole province had 1,217 newly established enterprises with a total registered capital of VND8,185 billion, an increase of 57.8% in quantity and 47.8% in registered capital, reaching 75.3% of the plan. Investment attraction continued to be a bright spot in the province's socio-economic picture in the first 6 months of the year.

Accordingly, the province attracted 49 new investment projects, with registered capital of VND 21,102 billion; 16 projects registered to increase capital, with registered capital reaching VND 4,198.8 billion; thereby, raising the total investment capital attracted in the province to VND 25,301 billion.

Agricultural production activities are stable, agricultural products meet people's needs. The total herd of pigs, poultry, fruit, vegetable and aquatic products output increased compared to the same period. In addition, industrial production activities maintained positive growth momentum. The processing and manufacturing industry continued to play a leading role in industrial development, promoting GRDP growth in the industrial sector to an estimated 10.6%. In addition, the service sector also developed well.

Total retail sales of consumer goods and services reached VND123,536 billion, up 10.5% over the same period. Export turnover was estimated at USD4.387 billion, up 11.39% over the same period; tourists increased by 17.8% (international visitors increased by 4.89%), total tourism revenue increased by 21.13%.

STIMULATE ECONOMIC GROWTH

According to the Provincial People's Committee, in the last 6 months of the year, the province will focus on effectively implementing tasks and solutions to stimulate economic growth, ensuring a GRDP growth rate of 8% or more. The growth of each following quarter must be equal to or exceed the previous quarter.

In particular, the province strives for an economic growth rate of GRDP in the last 6 months of the year of over 8.8%, based on the complementary and sustainable development of the 3 economic sectors. Specifically, the agriculture - forestry - fishery sector strives to reach 4.2%, playing the role of a stable foundation, supporting raw materials for the remaining 2 sectors; the industrial - construction sector plays the leading role in leading growth, striving to achieve a growth rate of 14.1%; the trade - service sector strives to grow by 10.3%, playing the role of connecting and promoting the consumption of agricultural and industrial products...

To realize this goal, the solution proposed by the province is to grasp the developments of hydrometeorology and crop production; guide the crop calendar and variety structure of the autumn-winter rice crop in 2025 and the winter-spring crop in 2025-2026.

At the same time, monitor the livestock situation and diseases in livestock herds, diseases in farmed aquatic species, pests in rice and other crops; seriously and effectively organize the implementation of measures to prevent and combat illegal, unreported and unregulated seafood exploitation.

One of the important solutions is to support and promote the implementation of private investment projects with plans to be completed by 2025, contributing to creating a growth momentum of 8% or more. The province will grasp and promptly resolve difficulties and problems of enterprises.

At the same time, complete the investment policy dossier for industrial parks and clusters; focus on accelerating the progress of site clearance, infrastructure investment, and attracting secondary projects to industrial parks and clusters. One of the key tasks is to organize trade promotion programs to potential domestic and foreign markets; continue to support domestic enterprises to boost agricultural and aquatic product exports...

Dong Thap will continue to implement solutions for business development in 2025; improve the investment and business environment, administrative reform, promote startups, convert business households into enterprises, and enhance business competitiveness.

In the field of public investment, for transitional projects, the province will accelerate construction progress, ensure project quality, conduct acceptance and capital payment as soon as there is volume to disburse the allocated capital well. To accelerate the disbursement progress of public investment capital, the province will continue to regularly transfer the 2025 capital plan between internal investors and investors.

For newly started projects, the province will promptly complete the selection of contractors and start construction soon. In terms of site clearance, the province will promptly complete the documents, proactively remove difficulties and obstacles, and completely resolve the work of compensation, support, and resettlement.

The province will focus on directing departments, branches and localities to proactively review and guide the handover of public investment projects during the process of arranging and perfecting the organization of the two-level local government apparatus to ensure implementation progress and disbursement, and to avoid stagnation and interruption due to the impact of administrative unit arrangement...

Dong Thap will strengthen investment promotion and attraction. At the same time, support businesses from market access, technological innovation to participation in the global value chain, to overcome difficulties in raw material prices and international tariff policies. Along with that, the province will continue to implement Directive 08/CT-TTg dated February 23, 2024 of the Prime Minister on comprehensive, rapid and sustainable tourism development in the coming time.

In particular, the province focuses on promoting communication and introducing tourist destinations associated with organizing major events in the province; carefully preparing for the peak summer tourist season, programs and related conditions to promote tourism.

To promote tourism development, Dong Thap will strengthen investment promotion, prioritize the selection of high-quality, environmentally friendly tourism projects and destinations with tourism development potential associated with the province's tourism development planning.

The province will promote the professionalization of tourism promotion and advertising activities; focus on key promotion and advertising, in line with the orientation of tourism product and brand development. Especially, focus on digital transformation in the tourism industry; digitize information and documents about destinations, aiming to form and develop a smart tourism ecosystem...
