Welcoming the new school year 2025-2026 with a new spirit, Dr. Nguyen Tien Dung - Provincial Party Committee member, Director of the Department of Education and Training of Ninh Binh shared with the Education and Times Newspaper some orientations and strategies for the province's education sector to develop breakthroughs in the new era.

Inheriting the quintessence of 3 heritage regions

+ Sir, from July 1, 2025, after merging the three provinces of Ninh Binh, Nam Dinh and Ha Nam with the new name Ninh Binh, what is the educational strategy of the Ninh Binh province's education sector to inherit the educational quintessence of the three provinces with a tradition of studiousness and outstanding educational achievements over the past many years?

This is a strategic question, our biggest concern since the merger of the three provinces. In order to inherit and promote the achievements of the Education sector of the three provinces, the Education and Training Sector of Ninh Binh province has just determined a development strategy based on four main pillars: "Inheritance - Convergence - Development - Breakthrough".

Inheritance: We will establish a professional council consisting of prestigious managers and key teachers from all three provinces of Ninh Binh, Nam Dinh and Ha Nam to research, filter and systematize the quintessence and most successful educational models of each locality, in which Nam Dinh's tradition of studiousness, Ha Nam's dynamism in education associated with industrial development and Ninh Binh's cultural depth in education will be respected and promoted.

Convergence: Develop a common, unified yet open local education curriculum framework that allows schools to develop their own strengths. Organize large-scale forums and professional seminars so that administrators and teachers from the three regions have the opportunity to exchange, learn and share experiences.

Development: Focus on key investments to form a high-quality educational center of the country, not only at high school level but also at other levels. Promote international cooperation, bring advanced educational models in the world to apply creatively in the province.

Breakthrough: Set a goal that in the next 5 years, Ninh Binh Education (new) will have outstanding indicators, not only leading the country in the quality of graduation exams and excellent student exams but also comprehensively in many aspects, becoming a model of education reform and development after the merger.

In addition, Ninh Binh Education inherits the tradition of studiousness and good learning of the land of outstanding people; receives the attention and creation of the best conditions from the leaders of the Provincial Party Committee, People's Council, Provincial People's Committee, departments, branches and organizations; the care and attention to learning of all classes of people and students; the dedication, devotion, enthusiasm, love for the profession, and dedication to the profession of the team of teachers and educational managers.

Geographical location, facilities, socio-economic infrastructure, many projects, industrial parks, economic clusters, airport projects, ports, policy mechanisms; happiness index, people's living standards... are also important factors that have a positive impact on the development of Ninh Binh's education sector.

+ From those valuable foundations, in the new school year 2025-2026, what breakthrough solutions will Ninh Binh Education sector focus on, sir?

We will continue to fundamentally and comprehensively innovate education and training in conjunction with digital transformation, innovation and international integration. Develop a team of teachers and educational managers to ensure structure, quantity and quality through training, fostering, coaching, screening, assessment and management innovation. Advise on planning and arranging a suitable network of educational institutions, prioritizing land funds and investing in synchronous and modern facilities and equipment, improving the quality of building schools that meet national standards.

Develop to meet the requirements of training high-quality human resources, professional training centers, and universities nationwide. Focus on nurturing talents, promote STEM education, develop modern and smart educational models. Strengthen international cooperation, gradually make English the second language in schools.

Maintain achievements in the group of leading provinces and cities in the country in education, effectively implement the socialization of education. With the tradition of solidarity and the desire to contribute, the entire education sector will continue to strive and be determined to successfully carry out the tasks and solutions of the sector, contributing to training generations of excellent citizens, making Ninh Binh develop rapidly, sustainably, and become increasingly rich and civilized.

+ With more than 1,600 educational institutions from kindergarten, primary school, secondary school, high school, continuing education and inter-level schools with more than 953 thousand students, what solutions will the Ninh Binh Education sector have to help stabilize the situation of schools, consolidate and improve the system of facilities serving teaching and learning, especially in areas far from the center and coastal areas?

With a scale of more than 1,600 educational institutions and more than 953 thousand students, this is a huge challenge. We will synchronously deploy solutions:

Prioritize stability: During the first school year 2025-2026, we will maintain maximum stability in terms of organization and personnel at schools to ensure that teaching and learning activities are not disrupted. Any changes will be implemented in a careful manner.

General review and re-planning of the network: In the third quarter of 2025, the Department will coordinate with localities to conduct a general review and assessment of the current state of facilities in the entire sector. From there, build a comprehensive project on planning and re-arranging the school network for the period 2026-2030, with a vision to 2045, ensuring scientific and effective results.

Prioritize resources for disadvantaged areas: We will advise the Provincial Party Committee, People's Council, and Provincial People's Committee to prioritize public investment capital to solidify schools and purchase modern equipment, especially for areas far from the center, mountainous areas, and coastal areas.

Promote socialization: Call for the cooperation of businesses, philanthropists and the community to mobilize more resources, and work with the state to care for the education cause.

Leveraging fundamental advantages

+ The teaching staff is one of the three important driving forces to promote the development of the education sector. Ninh Binh currently has 46,400 teachers at all levels. What is the Department of Education and Training's plan to foster and improve professional capacity and the level of using Technology (AI) in teaching in the 2025-2026 school year to maximize the advantages of technology?

We identify the teaching staff as the key and most important factor in developing education. With an existing force of 46,400 teachers, our plan for the 2025-2026 school year will focus on improving the quality of digital transformation and training high-quality human resources.

Regarding professional training, the Department will organize professional activities in clusters of schools and regions so that teachers have the opportunity to learn from each other. Leading experts will be invited to train on modern teaching methods and new assessment methods according to the 2018 General Education Program.

Improving the team's technology and AI capacity is the key task of the school year. We will organize mass training courses on basic digital skills and specialized courses on AI application in lesson design, personalizing learning paths for students. Build a digital learning resource and AI lectures for the whole province. Pilot the "Smart School" model with comprehensive AI application in a number of schools at each level to gain experience and replicate.

+ In the 2025 high school graduation exam, Ninh Binh leads the country in average scores in Mathematics, Information Technology and Geography; along with that, the number of exams achieving absolute 10 points is also in the good group. What specific solutions is the provincial Education Department preparing to implement to continue to consolidate and improve the quality of teaching and learning subjects according to the 2018 General Education Program?

Ninh Binh's leading the country in the average score of 3 subjects: Mathematics, Information Technology, Geography in the 2025 high school graduation exam and having a total of 1,045 exams with a score of 10, ranking 5th in the country is a very proud result and also a worthy achievement in response to the trust and expectations of the Party Committee and people in the province. To continue to consolidate this achievement, we will focus on a number of solutions such as:

In-depth data analysis: Use technology to analyze the test score spectrum of each school and locality, find out the strengths that need to be promoted and the knowledge "voids" that need to be overcome.

Innovating teaching and learning methods: Continue to direct schools to seriously and creatively implement the 2018 General Education Program. Focus on teaching and learning towards developing learners' capacity and qualities, reducing unnecessary academic knowledge.

Strengthen periodic inspection and assessment: Organize general quality surveys for the whole province according to the standards of the Ministry of Education and Training so that teachers and students can promptly adjust and supplement their knowledge.

+ Regarding key education work, what strategies does the Department of Education and Training have to promote the development of both "quality and quantity" of students at Le Hong Phong High School for the Gifted, Bien Hoa High School for the Gifted, Luong Van Tuy High School for the Gifted as well as foster excellent students at other non-specialized schools?

This is truly a major task of the Education sector of Ninh Binh province, in addition to the task of improving the quality of comprehensive education. To promote the development of both "quality and quantity" for key education, we identify the following tasks:

First, special investment for specialized schools: In July, the Department of Education and Training advised the Provincial People's Committee to submit to the Provincial People's Council a draft Resolution regulating policies to encourage learning and support living expenses for students of specialized high schools in Ninh Binh province. Accordingly, students studying at specialized schools in the province will be granted scholarships depending on their academic achievements, while students living far from school will be supported with living expenses.

In addition, the Department directed schools to review facilities and teaching staff of specialized schools to have plans to invest in upgrading facilities, recruiting or mobilizing teachers with good professional qualifications to strengthen the schools; aiming to build the province's specialized schools into leading specialized schools in the country and reaching the region. In the immediate future, the Department of Education and Training will advise the Provincial People's Committee to implement the Project to upgrade and expand Le Hong Phong High School for the Gifted to ensure learning and living conditions for students.

The second is to encourage and connect schools to strengthen cooperation with major universities and research institutes so that students have the opportunity to access the academic environment early, as well as develop their scientific research ability and apply interdisciplinary knowledge to solve practical problems.

Third is to discover and nurture talent early: The Education sector will advise the Provincial People's Committee on building, consolidating and expanding the system of high-quality educational facilities to discover and nurture talented students from junior high school to create a source for specialized high schools. At the same time, encourage non-specialized high schools to establish academic clubs and source classes to nurture excellent students, creating a widespread, key educational ecosystem, not just concentrated in specialized schools.

+ In the coming school year, what solutions will Ninh Binh province have to effectively implement Resolution No. 218 dated June 26, 2025 of the National Assembly on Universal preschool education for children aged 3-5? What are the advantages and difficulties?

Implementing Resolution No. 218 dated June 26, 2025 of the National Assembly is an important political task that requires the attention, leadership and direction of Party committees and authorities from the province to the grassroots level, and the participation of the whole society. Implementing the work of Universalizing preschool education for children from 3 to 5 years old, the Education Department of Ninh Binh province identified advantages and difficulties such as:

This is a correct policy with profound humanistic significance; the Education sector receives support from the entire political system and consensus from society. In addition, Ninh Binh province has a solid foundation in the quality of universal preschool education for 5-year-old children.

The biggest challenge is the pressure on schools and teachers. With the merger of 3 provinces, the large population, especially in industrial zones and new urban areas, the demand for childcare will increase.

To effectively carry out the above tasks, the Education Department has identified an important solution as advising the province to have specific mechanisms and policies to attract investment in building preschools, especially non-public schools. At the same time, coordinate with pedagogical schools to have a plan to train and foster preschool teachers to meet the quantity and quality requirements.

+ Resolution 217 dated June 26, 2025 of the National Assembly on tuition exemption for preschool children and primary school students is expected to create a big step forward for educational development. What is your assessment of this policy? What are the solutions to effectively implement this policy in Ninh Binh from the 2025-2026 school year, sir?

As soon as Resolution 217 was issued, public opinion highly appreciated this decision of the National Assembly. This is truly a historic decision, demonstrating the special attention of the Party and State to education, creating a big step forward to ensure fairness in access to education. To effectively implement from the 2025-2026 school year, the Education Department of Ninh Binh province identified a number of solutions as follows:

Firstly, the Department of Education and Training will closely coordinate with the Department of Finance to develop an accurate and timely funding subsidy rate for schools, ensuring that educational institutions have sufficient resources to maintain and improve the quality of operations. At the same time, the Department will soon advise the Provincial People's Committee to submit to the Provincial People's Council a Resolution on tuition support for students studying at non-public educational institutions.

Second, the Department will coordinate with media agencies to strengthen communication and information work so that all people and families can correctly and fully understand this humane policy.

Third, the Department will strengthen inspection of implementation and combat overcharging in all forms.

+ Education - career guidance and student orientation after graduating from junior high school and high school is always a problem for many families. According to statistics, the whole province currently has 255 thousand students in 471 junior high schools; nearly 120 thousand students in more than 100 high schools. How does the Department of Education and Training of Ninh Binh plan to implement to ensure the quality of career guidance and student orientation after graduating from junior high school and high school in the coming time?

Decision No. 525/QD-TTg dated March 6, 2025 of the Prime Minister, promulgating the Plan to implement Directive No. 29-CT/TW dated January 5, 2024 of the Politburo, set the goal of promoting student streaming in general education by 2030, ensuring fair and equal opportunities in an open, diverse, flexible and interconnected education system.

Implementing the Prime Minister's Project 522 on Career Education and Student Orientation in General Education for the 2018-2025 period, in recent years, the Education sector of the three provinces before the merger has had many solutions to promote the implementation of the Project, however, the results of student orientation after graduating from junior high school and high school still have some limitations.

With a scale of 255 thousand secondary school students and more than 120 thousand high school students, in the coming time, the Department of Education and Training will implement a number of solutions:

Putting career guidance into practice: Build a systematic career guidance program right from grades 8 and 9. Organize large-scale career guidance days, invite experts, businessmen, representatives of vocational schools and universities to directly dialogue with students and parents.

Create a "Career Ecosystem": Closely connect schools - families - businesses - training schools. Build a database on the labor market and human resource needs of the province and region so that students can easily look up.

Improve the quality of vocational education: Advise the province to invest in and upgrade colleges and vocational schools, diversify training fields to attract students after graduating from junior high school and high school.
