Finding solutions to remove difficulties in implementing educational management authority at the commune level

Faced with the above situation, leaders of the Nghe An Education sector discussed and shared solutions to overcome difficulties and improve the State management capacity of the team of officials in charge of education at the commune level so that the operation of early education tasks can be stable and meet requirements.

Proposal from the base

When implementing the 2-level local government, Bac Ly border commune ( Nghe An ) remained unchanged without merging, so in the area there is only 1 kindergarten, 2 primary schools and 1 secondary school.

Meanwhile, the situation of local teacher shortage (lack of teachers for kindergarten, primary school, English, IT, gifted subjects and surplus of teachers for some secondary school subjects) has been going on for many years. Recruiting teachers is difficult because in remote, ethnic minority communes, it is difficult to attract young, capable teachers from other localities.

The small size of the schools leads to the inappropriate transfer and assignment of teachers in the commune. Mr. Pham Viet Phuc - Chairman of the People's Committee of Bac Ly commune, proposed that the Provincial People's Committee and departments and branches study and issue regulations on decentralization to transfer teachers when they wish, rotate (when the term ends) from Bac Ly commune to other communes or vice versa. Thereby, it is suitable for professional requirements, reasonable with family circumstances, helping teachers feel secure in their work.

In the 2025-2026 school year, Tan Ky commune (Nghe An) has 14 affiliated schools, with 221 groups and classes and more than 7,500 students. In terms of staff, the whole commune has 450 managers, teachers and staff, basically ensuring the minimum level of teaching and learning, but there is still a shortage of managers and staff.

According to Mr. Hoang Dinh Son - Chairman of Tan Ky Commune People's Committee, the commune has decided to establish a "Commune Education Advisory Board" consisting of a principal and vice principal with management capacity and teachers with good professional skills. The advisory board will support the Commune People's Committee in appraising plans, coordinating activities such as training, professional activities, competitions for excellent teachers and excellent students, universal education - illiteracy eradication; issuing diplomas, certificates, etc.

At the same time, establish professional clusters to organize inter-school professional activities; continue to promote the implementation of the programs "school helping school", "professional groups helping professional groups".

The leaders of Tan Ky commune also proposed to arrange specialized education officials to the commune or to second experienced teachers and managers to work as education officials. In addition, it is possible to apply a concurrent position mechanism for competent teachers/vice principals, reducing the teaching hours to participate in management work.

Allow the Commune People's Committee to temporarily mobilize key managers or teachers to support professional work for the Department of Culture and Society . At the same time, recommend the Department of Education and Training to organize training courses on educational management at the commune level, especially in the context of implementing the 2018 General Education Program and digital transformation.

Coordinate management and use of staff and teachers

According to Mr. Thai Van Thanh - Director of the Department of Education and Training of Nghe An, the authority to mobilize school management staff at the same level belongs to the People's Committee at the commune level. There is a "disparity" in the mobilization and transfer of teachers between the Law on Teachers and the Law on Organization of Local Government. However, there is currently Decree No. 142/2025/ND-CP of the Government and Circular No. 15/2025/TT-BGDDT of the Ministry of Education and Training to solicit opinions on the mobilization and use of teachers.

The Department of Education and Training's viewpoint is that teachers will not be transferred or reassigned for 5 years. The purpose is to give teachers time to deeply understand the psychology and characteristics of learners as well as the local educational conditions. The transfer and reassignment create conditions for teachers to work near home, stabilize their lives and teach.

In addition, the department has a view on transferring core teachers and professional core from places with a lot of them to places with a shortage or weakness. This is also a factor to ensure students have equal access to education. The transfer time is not "hardly" regulated, but depends on the assigned tasks. If teachers arrive at the transfer location, have effective educational management and teaching measures, promote their capacity, and complete their tasks early, they will be able to return to their old school.

Mr. Thai Van Thanh also said that currently, there is no secondment of civil servants. However, the commune has the right to mobilize vice principals and heads of professional groups to help the commune carry out tasks at each time such as: in popularization, evaluation of standard schools, community learning centers... within a certain time limit. After completing the task, the teachers return to work at the school.

Regarding the teaching staff, training is currently being carried out according to orders from universities in the area to meet the demand for teachers to teach the 2018 General Education Program. The Director of the Nghe An Department of Education and Training requested that the commune-level authorities pay attention and direct school principals to regularly train teachers on-site, and that teachers themselves be aware of improving their professional skills.

At the beginning of the school year, each teacher needs to develop a teaching plan and specific teaching methods, register with the school and implement them. During the process of self-training, when weaknesses and deficiencies are revealed, the teacher must report to the Department of Education and Training so that the department can advise the province on organizing training and coaching.

Stick to the basic elements in educational management

Implementing the two-level local government, Mr. Thai Van Thanh - Director of the Department of Education and Training of Nghe An shared, discussed and clarified contents related to education management with leaders of communes and wards.

Accordingly, the first element to be approached in educational management is the educational goal. The current educational goal is to improve the quality of teaching and learning, towards developing the comprehensive capacity of learners.

Second is educational content, including educational programs, school programs, and teaching and learning tasks.

Third is the teaching staff - the decisive factor in teaching quality as well as educational and training innovation.

The fourth element in education management is students. Students are the center of the teaching and learning process. In management, we must create conditions for all students to have equal access to educational opportunities, leaving no child behind, including those in inclusive education. The Department also has a plan to organize a large-scale quality survey of learners.

The fifth is the educational method. The commune government directs schools to innovate and apply digital technology and AI to teaching and school management, to promote the positivity, initiative and creativity of learners. Specifically, how to apply it depends on the educational expertise, the department will train teachers and schools.

Sixth, the conditions of facilities and teaching equipment of schools have been clearly defined under the authority of commune-level authorities and the Chairman of the People's Committee of communes and wards.

Seventh, build a healthy, non-violent, friendly and positive educational environment. In this regard, the commune adheres to the criteria of the model "Education on law compliance and life skills in schools" jointly implemented by the Department of Education and Training and Nghe An Provincial Police. Thereby, ensuring security, safety and health for students and teachers in schools and in the community. Finally, the educational outcome, the core of which is the comprehensive development of learners including morality - intelligence - physical fitness - aesthetics.

According to the Director of the Department of Education and Training of Nghe An, these are the 8 basic elements of operating and managing education. To operate these 8 elements, first of all, there must be a system of schools. Localities receive, review, and plan educational facilities, foreign language and IT centers, life skills centers, and tutoring centers in the area according to the decentralized management authority.

Next is the education development plan, the department will have guidelines from kindergarten to high school on class division, student/class ratio, teacher/class. After having the development plan, what needs to be done immediately is enrollment (input), then the process (implementing school activities) and finally the output - which is the educational results.

Mr. Thai Van Thanh said that for all professional tasks, the Department of Education and Training has specific instructions. Regarding the plan for the excellent teacher competition at the commune level, due to the fact that the scale of schools in each commune is different, some communes have only one school for each level, so the implementation direction is to compete in clusters of communes. Then, the best people will be selected to compete in the excellent teacher competition at the provincial level.
