Speaking at the event, Mr. Nguyen Huu Yen, Deputy Director of the Department of Science and Technology of Ho Chi Minh City, said that in the era of the 4.0 industrial revolution, where science and technology, innovation and digital transformation become the main driving force for development.
In that context, the semiconductor industry has emerged as the “blood vessel” of the global economy , the core foundation for most high-tech fields such as artificial intelligence (AI), Internet of Things (IoT), big data and smart electronic devices.
Realizing the strategic importance of this, the Politburo issued Resolution No. 57-NQ/TW, and the Government has given strong directions to create a breakthrough in science and technology development with Decision 1018/QD-TTg on the strategy for developing Vietnam's semiconductor industry to 2030 and vision to 2050.

For Ho Chi Minh City, as the economic, scientific and technological locomotive of the whole country, "Pioneering the development of the semiconductor industry is not only an opportunity but also a historical responsibility, with spillover effects for the entire Southern Key Economic Zone and the whole country", Mr. Nguyen Huu Yen emphasized.
At the seminar, experts, scientists, universities, etc. focused on exchanging ideas to promote cooperation and human resource development. At the same time, policies were proposed to remove difficulties, promote training activities, research cooperation, application and technology transfer.
Linking training with practical market needs, developing breakthrough human resources for key fields such as microchip design, semiconductor technology, IoT, AI, etc.
At the event, the organizers announced and launched the Alliance for Research and Training of Semiconductor and Electronics Human Resources for the 2025-2030 period (ARTSeMi), including 15 founding members.

Regarding the direction of operation, the Alliance focuses on the main contents such as sharing and cooperating in exchanging technical and technological information; coordinating the registration and implementation of research topics; co-publishing science and registering intellectual property; participating in training and developing human resources; proposing applications, transferring technology and promoting international cooperation...
