
The project involves the renovation and upgrading of National Highway 14E through the districts of Thang Binh, Hiep Duc, and Phuoc Son (formerly Quang Nam province). To implement the project, the People's Committee of Quang Nam province (formerly) assigned the aforementioned localities to directly act as the investor in carrying out compensation and land clearance work.
According to the project's investor representative, Project Management Board 4, by the end of July 2025, localities had handed over 68.9/71.38km of land (reaching 96.52%). Of this, Phuoc Son (formerly) completed the handover at the end of April; the remaining land clearance issues are in newly established communes, including Thang Binh, Dong Duong (formerly Thang Binh district), Viet An, and Hiep Duc (formerly Hiep Duc district).
According to Ms. Phan Thi Nhi, Secretary of the Party Committee and Chairwoman of the People's Council of Dong Duong commune, the locality was formed after the merger of the former Binh Dinh, Binh Tri, and Binh Lanh communes. The project to renovate and upgrade National Highway 14E through the new commune started from kilometer marker 19+400 to kilometer marker 32+733.
According to the latest report, the project affects 1,155 land plots in Dong Duong commune. Of these, 1,139 plots have had their compensation and land clearance plans approved; 8 cases have had their plans publicly announced and prepared; and the remaining 8 cases are undergoing the next procedural steps.
Of the 1,139 land plots for which compensation plans have been approved, 33 cases remain unreceived (24 cases in the former Binh Lanh commune and 13 cases in the former Binh Tri commune). Notably, of these 33 unreceived cases, 21 have yet to receive payment.
Explaining this, Project Management Board 4 stated that the recent transition to a two-tiered government model has slowed down the appraisal and approval of remaining compensation and land clearance plans. Plans that have been approved cannot yet be disbursed due to the lack of specific guidance from the Da Nang City People's Committee.
Ms. Phan Thi Nhi stated that the local authorities had held discussions with relevant parties and agreed to assign the People's Committee of Dong Duong commune to review each problematic case and compile a detailed list no later than August 5th. From there, Dong Duong commune will continue to coordinate with the unit assigned by the City People's Committee to implement compensation and land clearance for the project to develop plans to resolve each issue.
On July 22, 2025, the People's Committee of Da Nang City issued Decision No. 571 on the establishment of regional branches under the City's Land Development Center.
Accordingly, the City People's Committee decided to establish 15 regional branches. Regional Branch 9 will carry out its duties in the newly established communes of the former Thang Binh district; Regional Branch 14 will carry out its duties in the newly established communes of the former Que Son, Hiep Duc, and Phuoc Son districts.
Thus, in addition to Phuoc Son district (formerly) having completed land clearance for the National Highway 14E project, regional branches 9 and 14 will continue to lead and coordinate efforts to alleviate traffic congestion in Thang Binh and Hiep Duc districts (formerly).
