Review and report on site problems of National Highway 14E project

DNO - Dong Duong Commune is reviewing and reporting specific problems in site clearance for the project to renovate and upgrade National Highway 14E (section km15+270 - km89+700).

Project to renovate and upgrade National Highway 14E through the districts of Thang Binh, Hiep Duc and Phuoc Son (former Quang Nam province). To implement the project, the People's Committee of the former Quang Nam province assigned the above localities to directly act as investors to carry out compensation and site clearance (GPMB).

The representative of the project investor - Project Management Board 4 said that at the end of July 2025, localities had handed over 68.9/71.38km of land length (reaching 96.52%). Of which, Phuoc Son (old) was completed at the end of April; the remaining land clearance problems are in the newly established communes, including: Thang Binh, Dong Duong (old Thang Binh district), Viet An, Hiep Duc (old Hiep Duc district).

Ms. Phan Thi Nhi, Party Secretary and Chairwoman of Dong Duong Commune People's Council, said that the locality was formed after merging the communes of Binh Dinh, Binh Tri and Binh Lanh (old). The project to renovate and upgrade National Highway 14E through the new commune starts from km19+400 to km32+733.

According to the latest report, the project affects 1,155 plots of land in Dong Duong commune. Of which, 1,139 plots have been approved for compensation and site clearance plans; 8 cases have been made public and plans have been established; 8 other cases are undergoing the next steps.

For 1,139 plots of land with approved plans, there are still 33 cases that have not received money (Binh Lanh commune (old) 24 cases, Binh Tri commune (old) 13 cases). Notably, of the 33 plots of land that have not received money, up to 21 cases have not been paid.

Explaining this, Project Management Board 4 said that recently, the government model has been converted to a 2-level one, so the appraisal and approval of the remaining compensation and site clearance plans has been delayed. The plans have been approved but payment cannot be withdrawn due to the lack of specific instructions from the People's Committee of Da Nang City.

Ms. Phan Thi Nhi said that the locality had held a meeting with relevant parties and agreed to assign the Commune People's Committee to review each problem and make a specific list no later than August 5. From there, Dong Duong Commune will continue to coordinate with the unit assigned by the City People's Committee to carry out compensation and site clearance for the project to come up with a plan to resolve each problem.

On July 22, 2025, the People's Committee of Da Nang City issued Decision No. 571 on the establishment of regional branches under the City Land Fund Development Center.

Accordingly, the City People's Committee decided to establish 15 affiliated regional branches. Regional Branch 9 performs tasks in the new communes of Thang Binh district (old); Regional Branch 14 performs tasks in the new communes of Que Son, Hiep Duc, Phuoc Son districts (old).

Thus, in addition to Phuoc Son district (old) which has completed the site clearance for the National Highway 14E project, branches in region 9 and region 14 will continue to preside over and coordinate to clear traffic congestion in Thang Binh and Hiep Duc districts (old).
