The campaign's overarching goal is to review and clean up the entire land database that has been created over many stages, while digitizing, updating and standardizing information to ensure "correctness - completeness - cleanliness - liveability". The focus is on reviewing and classifying land data that has been created so far for nearly 50 million land plots in 2,342 commune-level units.
The land database will be classified into three groups. Group 1 is localities with complete data that can be exploited and used immediately. Group 2 is data that needs to be edited, supplemented, and authenticated for land users and property owners. Group 3 is data that is no longer valid and needs to be rebuilt from scratch. In particular, the campaign will focus on authenticating land users and property owners with the national population database. This is an important step to synchronize data, overcoming the discrepancies, overlaps, and lack of transparency that have existed for many years.
