The Ministry of Industry and Trade has just released information regarding a meeting chaired by Minister Nguyen Hong Dien on the two-component electricity pricing system.

Current electricity prices do not accurately reflect the true value of electricity.

According to the Minister, the Politburo has just issued Resolution No. 70 on ensuring national energy security until 2030, with a vision to 2045. One of the important contents is to accelerate the implementation of the policy of applying a two-component electricity pricing system.

According to the Electricity Department, the two-component electricity price is the price structure based on the registered power consumption and the actual electricity used. The current electricity price is a single-component price, based on the actual amount of electricity consumed. Therefore, the current pricing method only reflects the amount of electricity consumed and does not accurately reflect the true nature of the electricity price for each category of users.

Mr. Nguyen Anh Tuan, General Director of EVN, proposed that, for the time being, the application should only be considered for large-scale industrial customers with electricity consumption of 200,000 kWh/month or more, connected to a voltage level of 22kV or higher.

These customers are subject to the Direct Power Purchase Agreement (DPPA) mechanism as stipulated. This mechanism is not yet applied to residential customers because it requires the complete replacement of the metering system.

According to assessments, the transition to a two-component retail electricity pricing system is necessary and appropriate to ensure that the electricity sector's costs are accurately and fully covered.

This creates transparency and fairness among electricity customers, accurately reflecting the nature of their electricity usage within the power system.

However, this method has never been applied in Vietnam and will fundamentally change the electricity industry and electricity prices, so it requires time for research, development, and thorough assessment of its specific impacts.

Issue two invoices simultaneously, to be applied to large customers starting in early 2026.

The Minister of Industry and Trade stated that, based on the consensus of opinions, it is necessary to soon implement a two-component electricity pricing mechanism (capacity price and energy price), initially applied to customer groups with high electricity consumption, starting from January 1, 2026.

To effectively implement this mechanism, Mr. Dien instructed relevant functional units to review and finalize the project proposal for submission to the competent authority before October 15th; this must be accompanied by an impact assessment report, providing complete information and reporting to the Government .

Review, calculate, and propose amendments to Decision No. 14 on the structure of retail electricity tariffs based on current legal grounds and practical implementation. Develop a Circular amending Circular No. 16 regulating the method of constructing price frameworks, in parallel with the roadmap for constructing price frameworks for the two-component electricity pricing mechanism.

EVN must play a role in proposing methods for building the pricing framework, ensuring the principle of accurately and completely calculating all costs in the process of electricity production and business, including transmission costs.

At the same time, continue advising relevant authorities on deciding the target groups for applying the two-component electricity pricing mechanism. EVN needs to hire consultants to develop software for transparent and smooth operation, to be completed before October 20th.

For now, this mechanism applies to high electricity consumers, without exception. From now until December 31st, two bills will run in parallel: one under the current mechanism for actual payment, and one under a two-component mechanism for customers to refer to and adjust themselves.

EVN has been tasked with proactively hiring consultants and developing management software to ensure transparent and smooth operation. All of these tasks must be completed before October 20th.

At the same time, Mr. Dien instructed the relevant parties to develop a comprehensive communication plan starting from September 15th, which should include core information such as: the Electricity Law, Resolution 70, the draft Government Resolution, and a comparison of electricity prices in the region and internationally.
