Review and complete the contents submitted to the People's Council of Quang Nam province

According to statistics, there are up to 36 reports according to regulations and specialized content prepared to be submitted to the regular meeting at the end of 2024 of the People's Council such as: report on socio -economic development in 2024, key tasks in 2025; detailed allocation of public investment capital plan in 2024 (phase 6) and adjustment of provincial budget public investment capital plan in 2024 (phase 2); approval of adjustment of investment policies for public investment projects; state budget revenue and expenditure situation in 2024, state budget allocation plan in 2025 and state budget - finance plan for 3 years 2025-2027...

The delegates' contributions, analysis, advice and proposals focused on finding solutions to promote production and business, creating momentum for the local economy to grow well, and mobilizing resources for investment and development.

According to many delegates, 2025 is a year with many important events, requiring large financial resources to implement. Management agencies and localities need to proactively mobilize resources to implement, ensuring the successful completion of socio-economic targets and other important events.

According to Chairman of the Provincial People's Committee Le Van Dung, some projects such as (supporting teachers, supporting community digital transformation, standardizing high school facilities...) need to be prepared very carefully and thoughtfully, and will be left behind and not presented this time. If possible, they will be presented at the first People's Council meeting in 2025.

All contents and reports presented at this meeting will focus on socio-economic development, public investment, budget revenue and expenditure, financial plans, etc., while specialized projects will be reserved for specialized meetings for more thorough discussion.

Chairman of the Provincial People's Committee Le Van Dung requested departments and branches to absorb and complete the content to be submitted to the Provincial People's Council in the best quality, within the prescribed time limit and the summary reports presented at the session within the time limit set by the Provincial People's Council. The Provincial People's Committee Office coordinates with departments and branches to submit to the Provincial Party Committee and the Provincial Party Committee Standing Committee for approval of a number of contents according to regulations, before submitting to the Provincial People's Council.

Regarding the Resolution on administrative unit arrangement (Nong Son, Que Son and communes in the province), the announcement ceremony will be held on December 1, 2024. Staff units will arrange staff and facilities reasonably, avoid waste; do a good job of ideological work for staff in localities subject to arrangement.

Chairman of the Provincial People's Committee Le Van Dung emphasized that after this meeting, departments, branches and localities will continue to monitor the disbursement of public investment capital. All levels, branches and localities will direct strongly to increase the disbursement rate of investment capital to the highest level.

The province will hold a meeting with investors and localities with low public investment disbursement rates (below 60%) to discuss detailed development plans by the end of November 2024.

"It is impossible to blame objective factors. Low disbursement is due to the subjectivity of investors, the locality has not really taken drastic action, there is no supervision from the beginning on the investment progress of the project, so the incident happened.

"If the disbursement rate does not reach 70%, departments, branches, localities, especially leaders, will not be evaluated as having completed their tasks well in 2024," said Chairman of the Provincial People's Committee Le Van Dung.
