Naming problem, Bac Lieu High-Tech Park not yet operational

Bac Lieu High-Tech Park was established by the Prime Minister in 2017. Up to now, the first phase of technical infrastructure has been completed, according to Decision No. 976/QD-UBND dated October 31, 2017 of Bac Lieu Provincial People's Committee with a budget of 175 billion VND. The second phase of infrastructure is being built, according to Decision No. 2560/QD BNN-TCTS dated July 7, 2020 of the Ministry of Agriculture and Rural Development approving the investment project with a budget of more than 194 billion VND, including the following items: Management and operation house; testing house; scientific and technical research house, technology transfer; Centralized wastewater treatment area; Traffic infrastructure, 3 production bridges, bridge over Truong Son canal and other infrastructure works...

In 2020, the Bac Lieu High-Tech Park Management Board advised the Provincial People's Committee to hold a meeting of the Project Appraisal and Selection Council, and selected 9 projects from 9 enterprises to invest according to Decision No. 1599/QD-UBND dated September 29, 2020 of the Bac Lieu Provincial People's Committee.

The Management Board has carried out land lease procedures for 9 enterprises, allocated land to 7 enterprises that have completed all procedures, and is waiting for land use right certificates to be issued so that the enterprises are eligible to implement the project according to regulations, so the enterprises have not invested in implementing the project.

Pursuant to Official Dispatch No. 4425/UBND-KT dated November 3, 2023 of the Provincial People's Committee on the organization and implementation of the land use regime in the Agricultural Zone, the Management Board of Bac Lieu High-Tech Park reported to the Bac Lieu City People's Committee on supplementing the land use demand to update the land type in the planning and land use plan for 2024 as a basis for granting land use right certificates to enterprises leasing land. However, according to Decision 124/QD-UBND dated May 10, 2024 of the Bac Lieu Provincial People's Committee on approving the land use plan until 2024 of Bac Lieu City, there is no land area of Bac Lieu High-Tech Park.

On July 12, 2024, the Provincial People's Committee issued Report No. 284/BC-UBND, recommending that the Ministry of Natural Resources and Environment report to the Prime Minister to consider adding land use indicators for "land used for the High-Tech Park" for Bac Lieu province.

Mr. Pham Hoang Minh - Director of Bac Lieu High-Tech Park Management Board - said: After being granted land use right certificates for enterprises and construction permits (or construction permit exemption procedures), according to the project implementation progress of construction enterprises within 6 months, they will demonstrate technological processes in shrimp farming according to approved explanations and there will be shrimp farming products applying high technology.

Bac Lieu high-tech shrimp farming zone was established under Decision No. 694/QD TTg, dated May 24, 2017 of the Prime Minister. The high-tech shrimp farming zone was built on an area of nearly 420 hectares, in Hiep Thanh commune, Bac Lieu city, with a total investment of more than 3,200 billion VND.
