Specifically, at the La Thanh - Nguyen Chi Thanh intersection, the traffic management plan will be adjusted from traffic lights to a self-propelled traffic system. Vehicles will move through the intersection in all directions using temporary roads, painted lines, traffic signs, and U-turn points at the openings in the median strip on La Thanh and Nguyen Chi Thanh roads.
The implementation period begins on May 30th and continues until an alternative plan is found.

The Hanoi Department of Construction has requested the Hanoi Urban Railway Management Board (MRB) to widely publicize the closure schedule at the intersection through mass media so that the public and drivers are aware and comply. They are also required to proactively coordinate with the People's Committees of the wards within the project area to disseminate information to residents affected by the project's construction, especially those near the S3 station closure, as well as relevant agencies, units, and businesses, so that they can plan accordingly and adjust their travel accordingly.
Simultaneously, the unit needs to set up barricades and conduct a 3-day trial run to monitor and make timely adjustments to ensure traffic safety and order after the announcement of traffic diversion for the project construction. In case of any problems, coordination with the inter-agency team of the Department of Construction - City Police and other relevant parties is required for timely adjustments.
The City Construction Department requires the contractor to implement comprehensive and strict dust control measures (shielding, vehicle washing facilities, dust reduction misting, etc.) at the construction site. Construction vehicles, supplies, and materials must be stored within the fenced area. All necessary measures to ensure occupational safety and environmental hygiene must be in place. Construction vehicles are only permitted to circulate within the project's fenced area and are only allowed to move outside the fenced area between 10 PM the previous day and 5 AM the following day; any movement outside these hours requires a permit as per regulations.
The Department of Construction of Hanoi City has requested the Traffic Police Department of the Hanoi City Police to coordinate in guiding traffic flow, and to strengthen inspections and handle violations of traffic safety and urban order on the road and intersections.
