However, if a level 9 storm makes landfall in Ninh Binh province, and floods in rivers in the province are above alert level 3, there is a risk of causing insecurity for the dike system and having very large impacts when it occurs, especially some key dikes such as the Day right dike, Hoang Long river dike, Vac river dike, Binh Minh III sea dike, Day left dike, Ninh right dike and Hai Hau sea dike...
Pursuant to Official Dispatch No. 4136/BNNMT-DD dated July 10, 2025 of the Ministry of Agriculture and Environment on ensuring the safety of the dike system during the flood season of 2025, the Provincial People's Committee directed the Department of Agriculture and Environment to preside over and coordinate with the People's Committees of communes, wards and relevant agencies to inspect, review and implement the contents as requested by the Ministry of Agriculture and Environment.
Accordingly, inspect and review all dike works and dike protection plans in the area; prepare human resources, materials, means and equipment to proactively deploy when incidents or situations occur according to the "4 on-site" motto. Pay special attention to assigning, decentralizing and clearly defining the responsibilities of each agency, unit and individual to prepare and implement, absolutely not to be passive, surprised, and not to let interruptions occur in the process of arranging and organizing local governments at 2 levels and arranging and reorganizing the Department of Agriculture and Environment after the merger.
On July 19, the Provincial People's Committee issued Plan No. 02/PA-UBND on protecting the entire dike system and responding to floods exceeding the design frequency to minimize damage caused by natural disasters, especially to people, property and important structures. Timely evacuate people in vulnerable and high-risk areas to safe temporary shelters.
Improve the leadership, command and management capacity of all levels and sectors in handling on-site situations and incidents promptly and effectively. Strengthen the work of updating information, disseminating, warning and guiding people on measures to prevent and respond to natural disasters promptly.
Faced with the complicated developments of storm No. 3, strictly implementing the Prime Minister's Official Dispatch No. 112/CD-TTg dated July 19, 2025, the People's Committee of Ninh Binh province issued Official Dispatches on focusing on responding to storm No. 3 and floods, requiring departments, branches, organizations, members of the Provincial Civil Defense Command and People's Committees of communes and wards to urgently and synchronously deploy response measures.
From 7:00 a.m. on July 21, ships and boats are strictly prohibited from going out to sea; by 12:00 p.m. on the same day, they must complete anchoring and safe shelter. From 5:00 p.m. on July 21, all ferry routes across the province will be temporarily suspended. Localities need to arrange forces to control culverts, spillways, deep flooded areas, and fast-flowing water, and resolutely not allow people and vehicles to pass through when safety is not guaranteed.
Heads of departments, branches, sectors, Chairmen of People's Committees of communes and wards, members of the Provincial Civil Defense Command are responsible to the Provincial People's Committee and Chairman of the Provincial People's Committee for directing and responding to storm No. 3.
