On the afternoon of July 23, 2025, the Ministry of Agriculture and Environment issued Official Dispatch No. 4711/CD-BNNMT on responding to tropical depressions in the East Sea; in which, ministries, branches and chairmen of the People's Committees of coastal provinces and cities from Quang Ninh to Dak Lak are requested to direct the readiness of forces and means to deploy rescue work when bad situations occur.
According to the bulletin of the National Center for Hydro-Meteorological Forecasting, at 1:00 p.m. on July 23, the center of the tropical depression was located at about 18.0 degrees North latitude; 119.7 degrees East longitude, in the eastern sea of the North East Sea.
The strongest wind near the center of the tropical depression is level 6-7, gusting to level 9.
It is forecasted that in the next 12 hours, the tropical depression will move in the West Southwest direction at a speed of about 10-15km/h and is likely to strengthen.
To proactively respond to the tropical depression, the leaders of the Ministry of Agriculture and Environment requested ministries, branches and chairmen of the People's Committees of the coastal provinces and cities mentioned above to closely monitor the warning bulletins, forecasts and developments of the tropical depression; notify captains and owners of vehicles and vessels operating at sea of the location, direction of movement and developments of the tropical depression to proactively avoid, escape or not move into dangerous areas.
The dangerous area in the next 12 hours is from 16.0-19.5 degrees North latitude, east of 116.5 degrees East longitude (the dangerous area is adjusted in the forecast bulletins).
In particular, the leaders of the Ministry of Agriculture and Environment requested ministries, branches and chairmen of people's committees of coastal provinces and cities from Quang Ninh to Dak Lak to prepare forces and means to deploy rescue work when there is a situation.
Ministries and branches, according to their functions, state management tasks and assigned tasks, proactively direct and coordinate with localities to respond to tropical depressions; strictly and regularly report to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Natural Disaster Prevention and Control) for timely updates and responses.
