On the morning of October 13, the 1st Government Party Congress, term 2025-2030, opened.

The Government Party Committee respectfully invites General Secretary To Lam to attend and give a speech at the Congress; key leaders, members of the Politburo, members of the Secretariat; leaders and former leaders of the Party and State; former leaders of the Government; former members of the Government, former members of the Party Central Committee, former Ministers, former heads of ministerial-level agencies and agencies under the Government; leaders of the Party's Central Committees and agencies, and Party Committees directly under the Central Committee. This is the first Congress of the Government Party Committee. The Government Party Committee has decided to invite delegates who are members of the Executive Committees of 51 subordinate Party Committees; Deputy Ministers, Deputy Heads of ministerial-level agencies and agencies under the Government who have not yet joined the Party Committee to attend the official session of the Congress.

With the theme: "Building a clean and strong Government Party Committee; solidarity, exemplary leadership in science , technology, innovation, digital transformation; accelerating breakthroughs, developing the country quickly and sustainably in the era of rising up, prosperity, civilization, and happiness", the Congress carried out two contents: summarizing and evaluating the results of the 2020-2025 term, reviewing the leadership and direction of the Government Party Committee for the 2020-2025 term; determining the directions, goals, tasks, and solutions for the 2025-2030 term and discussing and contributing opinions to the draft documents of the Central Committee to be submitted to the 14th National Congress of the Party.

The Congress is a broad political activity, promoting democracy and collective intelligence in the entire Party Committee to participate in summarizing and evaluating the results achieved in the 2020-2025 term and setting out directions, goals, targets, tasks, solutions, and strategic breakthroughs of the Government Party Committee in the 2025-2030 term. All are aimed at building a clean and strong Government Party Committee; building solidarity in the entire Party Committee; improving leadership capacity, effectiveness and efficiency of State management and national governance as the key task; promoting Party building in terms of politics, ideology, ethics, organization and cadres; building a team of exemplary cadres in terms of political mettle, qualities, capacity and prestige, equal to the task; strengthening inspection and supervision with focus and key points; Building an honest, active, self-reliant, self-confident, creative, and determined government to make breakthroughs and successfully achieve the goal of national development in a new era of prosperity, civilization, happiness, and steady progress towards socialism.

On October 12, the Congress Preparatory Session took place. Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh chaired the meeting. At the meeting, the Congress elected the Presidium, Secretariat; elected the Delegate Qualifications Verification Committee; approved the Congress's Working Program and Working Regulations. The Congress divided into 15 groups to discuss Congress documents and draft documents to be submitted to the 14th National Party Congress, then conducted discussions in the Hall.

Before the Congress, early in the morning of the same day, the Congress delegation visited President Ho Chi Minh's Mausoleum and offered flowers and incense to commemorate the heroic martyrs at the Heroic Martyrs Monument on Bac Son Street.

During the 2020-2025 term, the Government Party Committee has closely followed the Party's guidelines and policies, strictly implemented the leadership and direction of the Politburo, the Secretariat, and regularly and directly led by General Secretary Nguyen Phu Trong and General Secretary To Lam in synchronously and effectively implementing 3 strategic breakthroughs, 6 key tasks, 12 main groups of solutions and achieved many very valuable and proud achievements in the context of difficult and challenging situations beyond forecasts, including effectively preventing, combating and controlling the COVID-19 pandemic, recovering and developing the socio- economy . The Government Party Committee has been united, courageous, led and directed with determination to strive to achieve the highest goals and tasks of socio-economic development in the 2021-2025 period, expected to achieve and exceed 22/26 main targets; especially completing all social targets.

In the past 2 years (2024 - 2025), the Government has drastically and effectively implemented many historic policies of the Party and State. The "revolution" in the arrangement and consolidation of the organizational apparatus continues to be vigorously implemented, with strong leadership and direction of innovation in awareness and methods, with many breakthroughs. Review and eliminate overlaps, unreasonableness, and lack of consistency in the legal system. Promote reform, cut administrative procedures, strengthen decentralization and delegation of power; resolve and remove difficulties and obstacles for long-standing projects. Accelerate the construction of a synchronous and modern infrastructure system, especially highways, high-speed railways, urban railways, promote the early construction of nuclear power plants; develop the private economy, science and technology, innovation and digital transformation; complete the elimination of temporary and dilapidated houses 5 years ahead of schedule; strengthen the trust of people and businesses; enhance Vietnam's position and prestige in the international arena...

The work of building the Party in terms of politics, ideology and ethics has been promoted and has seen many innovations. The work of protecting the Party's ideological foundation has been strengthened and has seen many breakthroughs.
