As the Accountant of the State Budget, the State Treasury is the final step in the payment and disbursement process. According to the State Budget Law, payment can only be made when three conditions are met: There is a budget assigned by a competent authority; The payment documents and vouchers are valid and legal; The budget-using unit has opened an account at the State Treasury for accounting and payment.
When the above conditions are met, the State Treasury system checks and processes documents in accordance with the provisions of Decree No. 11/2020/ND-CP and Circular No. 17/2024/TT-BTC. To date, 100% of budget spending units (except for the security and defense sectors) have transacted on the DVCTT system, accounting for 99.5% of the total number of payment records. The transacting units all highly appreciate the service quality and service spirit of the State Treasury system.
According to the State Treasury, as of October 7, all units using commune-level budgets across the country have completed opening accounts at the State Treasury, ready to pay salaries and benefits to employees, including those subject to Decree 178. The State Treasury continues to perfect the institution, submit to competent authorities to issue a Decree replacing Decree 11/2020/ND-CP, aiming to shorten the time for regular payment to a maximum of 1 working day; at the same time, cut 84% of the dossier components.
Regarding investment expenditure, implementing Decree No. 254/2025/ND-CP dated September 26, administrative procedures have been cut by 70% of records and documents, contributing to simplifying the process and improving the efficiency of budget capital disbursement.
The State Treasury is the unit that performs the final procedure of the payment process, and the above payment and disbursement operations can only be performed after the complete list of beneficiaries and the budget estimate has been entered into the TABMIS system. The State Treasury units are working on holidays, ready to immediately support the budget-using units, from the entry and allocation of the budget estimate on the TABMIS system, as well as checking the records and making payments and disbursements to the beneficiaries as soon as the units transfer the records to the State Treasury.
