
Of the total, 71,610 people (48.77%) received early retirement benefits, 75,237 people (51.23%) received unemployment benefits. 146,836 people received money (99.99%), of which 47,910 people (99.98%) were from the Central Government and 98,926 people (100%) were from the local government. 11 people have not yet received money.
Currently, there are 136,261 cadres and civil servants (government sector) working in 3,321 communes, wards and special zones, an average of 41 people/commune level, of which 94.6% of cadres and civil servants have qualifications and expertise appropriate to their job positions; the remaining 5.4% (6,182 people) do not meet the requirements of expertise and professionalism.
For 3,319 commune-level military commands, 3,276 commanders (98.7%), 3,181 deputy commanders (95.8%) and 2,273 assistants (68.5%) have been completed.
In October 2025, localities actively reviewed, arranged, and assigned commune-level cadres and civil servants, significantly overcoming the situation of inappropriate job placement in the first 3 months of operating the model. Typically, Lam Dong province strengthened and seconded cadres, civil servants, public employees, and soldiers to support the commune level with an initial force of more than 730 people, mobilized 79 civil servants, and received 49 civil servants. Phu Tho province mobilized 194 civil servants from the province to the commune and from communes and wards with surplus to areas with shortage, seconded 291 civil servants from the province to the commune and internally at the commune level. Da Nang city seconded 75 land-specialized civil servants, and increased 120 civil servants in the fields of justice, construction, health , and finance for mountainous and disadvantaged communes.
Lai Chau province has sent 165 civil servants and public employees from the province to the commune level. Hai Phong city has sent 114 positions and transferred 60 positions of civil servants and public employees from the Department, industry, and information technology to communes, wards, and special zones that are lacking. Thai Nguyen province has sent 132 positions of civil servants specializing in accounting, agriculture , environment, digital transformation, construction, and land administration to communes. Dien Bien province has sent 114 civil servants and public employees from provincial agencies and units to communes and wards. Quang Ninh province has received and sent 101 civil servants and public employees to the commune level.
Quang Tri province strengthened, seconded, mobilized, and recruited 86 cases to arrange at the commune level. Bac Ninh province mobilized 14 positions from surplus communes and wards to communes and wards lacking staff and seconded 60 civil servants with expertise in construction and land management from provincial-level units to commune level. Ninh Binh province mobilized 59 civil servants and public employees from the province to communes and from surplus communes and wards to communes and wards lacking staff; seconded 48 civil servants and public employees from the province to communes, from the Party to the government. Khanh Hoa province mobilized 43 civil servants from the provincial level to the commune level, rotating and internally balancing 73 civil servants and public employees. Cao Bang province mobilized and internally arranged 35 commune-level cadres and civil servants to arrange them in the right professional and technical positions.
Implementing the Conclusion of the Politburo , the Secretariat and the guidance of the Central Steering Committee, the Government, the Ministry of Home Affairs, 34/34 provinces and cities have been implementing plans to arrange public service units, state-owned enterprises and internal organizational focal points under the management scope by sector and field. At the same time, 3,321 communes, wards and special zones have implemented the establishment of public service units to provide multi-sector and multi-field service at the commune level, ensuring compliance with the Central direction and the practical situation of each locality. Some localities have implemented drastically and effectively such as: Ho Chi Minh City, Hanoi, Hai Phong, Dien Bien, Khanh Hoa, Thai Nguyen.
