On the afternoon of October 29, Prime Minister Pham Minh Chinh chaired a government meeting on the implementation of resolutions of the Central Committee and the National Assembly on the organization and operation of the two-tiered local government system.
At the meeting, delegates focused on objectively and comprehensively assessing the situation, deeply analyzing obstacles and difficulties, clearly identifying urgent issues that need to be resolved; reviewing and monitoring the progress of assigned tasks; proposing feasible, focused, and targeted solutions to further address obstacles; and establishing a coordinated mechanism between ministries and agencies to ensure synchronization and smooth operation.

In conclusion, Prime Minister Pham Minh Chinh requested that ministries, agencies, and localities continue to implement the two-tiered local government system decisively with high determination and great effort, completing each task thoroughly; review the progress of assigned tasks, and report weekly on Wednesdays.
The Prime Minister assessed that after nearly four months of implementation, the operation of the two-tiered local government model has gradually become more organized and effective, particularly in promoting online procedures and reducing intermediaries.
Numerous policies have been enacted to expedite implementation and resolve obstacles. To date, 99.99% of retired officials have received their benefits; 100% of communes, wards, and special zones have opened accounts and paid salaries through the State Treasury; and 17,595 surplus land and housing properties have been dealt with.
There are 3,143 commune-level administrative units with complete equipment and facilities (accounting for 94.6%); more than 83% of administrative procedures are processed online at the local level; and basic technical infrastructure and personnel meet the requirements.
Regarding decentralization and delegation of power, 56% of tasks have been transferred to local authorities, contributing to shortening processes, reducing intermediate levels, and enhancing the autonomy and accountability of governments at all levels.
Besides the achievements, decentralization, delegation of power, and administrative procedure reform need to be more decisive; there are still limitations in administrative procedures, digital infrastructure, and data connectivity. There is still a situation where officials lack knowledge in management, legal matters, expertise, technology, and digital transformation, leading to difficulties in resolving issues for citizens and businesses.

Looking ahead, the Prime Minister requested that ministries, sectors, and agencies continue to improve institutions and policies, and urgently review, amend, and supplement legal documents that are not consistent with the two-tiered local government model.
In that directive, he instructed the Ministry of Interior to promptly finalize the feasibility assessment report on the decentralization, delegation of power, and delineation of authority. He also urged the Ministry to quickly develop job descriptions for local governments at two levels, especially at the grassroots level, to be completed before December 15th.
At the same time, we will advise on the early issuance of a decree on administrative unit standards and urban classification to allocate personnel appropriately based on workload and nature, and to flexibly adjust human resources. We will consolidate the organizational structure and personnel to suit each specific locality, completing this by November.
Continue to review and assign commune-level officials and civil servants to positions that match their job requirements, while also providing training and professional development opportunities.
The Prime Minister also requested weekly reports on the reduction and simplification of administrative procedures. He urged the acceleration of data integration and connectivity, reducing paper documents by replacing them with electronic data, and specifically the early completion of the land database.
Improve the information technology infrastructure system; ensure connectivity, interoperability, and data sharing between document management software, public services, national databases, and administrative procedure processing.
Ministries and agencies should strengthen inspection, supervision, and support for localities, and strictly handle situations of shirking responsibility, avoiding accountability, and delays in performing tasks.
