On the sidelines of the 10th Session of the 15th National Assembly: A synchronous mechanism is needed to effectively practice thrift and combat waste.

According to the schedule of the 10th Session, on November 4, the National Assembly held a plenary session in the hall to listen to the Presentation and the Report on the review of the draft Law on Thrift and Waste Prevention. Discussing in the hallway of the National Assembly, delegates said that in order for thrift and waste prevention to be truly effective, it is necessary to build a synchronous mechanism so that the Law on Thrift and Waste Prevention can be effective when passed.

In recent times, implementing the Party's guidelines, the State's policies and laws, and practicing thrift throughout the Party, people and army has achieved many positive results. According to delegate Nguyen Thi Suu (Hue city), although the Law on Practicing Thrift and Combating Wastefulness has been issued, its implementation has not been truly effective. Part of the reason is that there is no accompanying synchronous mechanism.

The delegates said that it is necessary to build a synchronous mechanism from top to bottom. All ministries, departments and branches have the same responsibility and obligation to practice thrift and fight waste, regardless of whether they are central or local agencies or organizations. All levels must implement the same experiment, and lower levels do not have the mentality of waiting for higher levels.

In reality, in some units, there exists a reality where subordinates do not clearly define their responsibilities and obligations in practicing thrift and fighting waste. These officials believe that this is the responsibility of superiors, so they wait for their superiors to implement it before following suit. Or this unit looks at how other units implement it, then implements it without needing to excel, implementing it mainly in a perfunctory manner... Thus, invisibly, thrift and fighting waste work is discriminated in implementation or is carried out with an egalitarian mindset. This leads to the reality that thrift and fighting waste work is not as effective as expected.

According to the delegate, although there are mechanisms to help practice thrift and combat waste more effectively, these mechanisms are not really strict and do not clearly define the responsibilities of the heads of agencies, units and organizations that allow waste to occur or allow violations of the law related to practicing thrift and combating waste. Therefore, there should be strict regulations and clear responsibilities for heads of agencies, units and organizations that allow waste to occur, causing damage to the State.

In addition, it is necessary to build a clear mechanism to protect those who dare to denounce and fight against waste at the grassroots level. In reality, in many units, there are many people who are outspoken, dare to fight and denounce wasteful and negative acts, but are accused of other charges and persecuted during their work... Therefore, delegate Nguyen Thi Suu said that there should be a clear mechanism to protect those who dare to fight and denounce wasteful and negative acts. Only then can the work of saving and fighting against waste truly be effective.

In addition to the above mechanisms, delegates said that it is necessary to stipulate more specific standards and criteria, considering this as a measure to locate and clearly evaluate what is wasteful behavior, especially in the management of public assets. These regulations must have a comprehensive scope and clearly define the responsibility for managing types of assets such as tangible assets and intangible assets, assets managed in the medium and long term; must shape the management criteria for each type of asset but at the same time must shape the operating model of the agencies and organizations managing those assets and must take into account other factors affecting the assets. Only then, when the Law on Thrift and Anti-Waste is considered and passed, will it really be effective - delegates shared.
