The Education sector has identified the theme for the 2024-2025 school year as "Discipline, responsibility, continuous innovation, quality improvement".
According to statistics from the Ministry of Education and Training, the country currently has 53,979 educational institutions, with over 25 million pupils and students (including over 2 million students). The total number of lecturers, teachers, educational administrators and workers is about 1.6 million.
According to Minister of Education and Training Nguyen Kim Son, the 2024-2025 school year marks the end of the term of implementing the Resolution of the 13th National Congress of the Party; the Resolution of the National Assembly on the 5-year Socio-Economic Development Plan 2021-2025; is the year when the Communist Party of Vietnam has many important commemorative activities, is the time when the whole sector actively and strives to implement Conclusion No. 91 of the Politburo to continue implementing Resolution 29 of the Party Central Committee with many major solutions and tasks; is the year that concludes the Government's Action Program to implement the Resolution of the 13th National Congress of the Party.
This is also the school year in which the 2018 General Education Program is implemented in all grades from grade 1 to grade 12 and is the first school year to organize the High School Graduation Exam according to the 2018 General Education Program.
The Minister emphasized that in the 2024-2025 school year, together with the whole country, the Education sector will continue to focus on implementing the major tasks assigned in the Resolutions and major policies of the Party, the National Assembly , and the Government, and continue to innovate education and training. In the new school year, with the spirit of promoting discipline and responsibility, continuous innovation, and quality improvement, the entire Education sector will strive to better and best complete the set goals.
In particular, immediately implement the content of Conclusion 91 of the Politburo to continue to fundamentally and comprehensively innovate education and training according to Resolution 29 of the Central Committee; complete the effective implementation of the 2018 General Education Program and organize the evaluation of the entire implementation process over the past time.
Implement a new preschool education program; strengthen university autonomy in the direction of increasing quality, depth, practicality, and substance; synchronously implement solutions to improve the quality of human resource training, meeting the requirements of industrialization - modernization and international integration of the country; prioritize training of high-quality, high-tech human resources, including the semiconductor industry.
The Minister expressed his hope that every manager, teacher and staff in the entire sector will continue to make efforts, overcome difficulties, promote the fine traditions of the education sector to continue to innovate and develop Vietnamese education.
Speaking at the conference to summarize the 2023-2024 school year and deploy tasks for the 2024-2025 school year organized by the Ministry of Education and Training on August 19, Prime Minister Pham Minh Chinh emphasized key tasks and solutions for the 2024-2025 school year and the coming time.
Firstly, carefully prepare the conditions for the new school year (schools, equipment, textbooks, ensure hygiene, security, safety...); organize the opening ceremony on September 5 well, creating a joyful and exciting atmosphere for the new school year. Especially, improve the quality of the teaching staff to be better and better, meeting practical needs.
Second, focus on implementing Conclusion 91 of the Politburo, ensuring effectiveness and practicality. Request the Ministry of Education and Training to promptly develop an Action Plan to implement Conclusion 91 of the Politburo, and submit it to the Government for promulgation in the third quarter of 2024.
Third, continue to review, amend and promptly supplement institutions, mechanisms and policies on education and training innovation, improve the effectiveness and efficiency of state management of education. The Ministry of Education and Training focuses on developing the Law on Teachers to submit to the National Assembly at the 8th Session; develop the Education and Training Development Strategy and education and training plans.
Fourth, summarize and comprehensively evaluate the implementation of innovation in general education programs and textbooks. On that basis, the Ministry of Education and Training continues to research, develop and perfect the General Education Program in accordance with the goals and requirements set forth in the new period; promptly report to the Prime Minister on issues beyond its authority.
Fifth, 2025 is the first year to organize the High School Graduation Exam according to the new General Education Program. The Ministry of Education and Training is required to preside over and, together with ministries, agencies and localities, prepare carefully to organize the Exam to ensure quality, safety, seriousness, efficiency, practicality, compactness, reduce pressure and create the most favorable conditions for students.
Sixth, promote autonomy in conjunction with improving the quality of university training in a practical, in-depth manner, linked with accountability, publicity, and transparency. Focus on effectively implementing programs, projects, and plans to develop high-quality human resources, especially in semiconductors and artificial intelligence.
Seventh, continue to create a favorable environment to attract investment resources for education and training development, ensuring fairness and equality between the public and private sectors; promote public-private cooperation; promote non-profit education and training at the university level. At the same time, continue to implement a suitable market price roadmap for the education and training sector due to the difficult socio-economic situation and the impact of the Covid-19 pandemic.
Eighth, develop, review, amend and supplement policies and remuneration regimes for teachers in harmony with the country's situation and with other sectors. Implement recruitment and restructuring of teachers according to assigned staffing levels, overcome the surplus and shortage of teachers in educational institutions, ensure the principle of "where there are students, there must be teachers in the classroom" and be suitable, reasonable and effective with reality.
Ninth, continue to review and plan the network of preschool, general education, continuing education, education for the disabled, higher education and pedagogical colleges. In particular, it is recommended that the Ministry of Education and Training, ministries, branches and localities pay attention to construction planning, ensuring appropriate land funds for building schools and classrooms, meeting learning needs associated with urbanization trends and population shifts.
According to Prime Minister Pham Minh Chinh, education and training need to be given due attention to create a driving force for rapid and sustainable national development. To successfully carry out the cause of fundamental and comprehensive innovation in education and training; along with the leadership, management and operation of the Party, the State and the education sector; it requires the determination, efforts and actions of each teacher, each student, each parent, each family, each community and the whole society.
12 key tasks and solutions for the 2024-2025 school year of the Education sector
1. Continue to improve institutions, enhance effectiveness and efficiency of state management of education.
2. Ensure equitable access to education for all subjects, including attention to ethnic minorities, people living in mountainous areas, areas with particularly difficult socio-economic conditions, coastal and island areas, orphans, homeless children, people with disabilities, people from poor and near-poor households.
3. Improve the quality of preschool education, general education and continuing education.
4. Develop a team of teachers, lecturers and educational institution managers to ensure sufficient quantity and improve quality, meeting the requirements of educational and training innovation.
5. Effective use of the state budget and mobilization of investment resources for education.
6. Strengthen political and ideological education, national defense and security education, physical education and school health.
7. Improve the quality of human resource training, especially high-quality human resources associated with scientific research and innovation.
8. Strengthening international integration in education.
9. Promote digital transformation and administrative reform throughout the industry.
10. Strengthen inspection, examination and handling of violations in the field of education and training.
11. Strengthen communication and education work.
12. Effectively implement emulation movements throughout the industry.
