The progress of working and building the Project to merge and consolidate the Fronts and mass organizations of the three provinces of Lam Dong, Binh Thuan and Dak Nong is being urgently deployed. |
• HIGH POLITICAL DETERMINATION, RESOLUTIONARY ACTION
Comrade Pham Trieu - Member of the Provincial Party Standing Committee, Chairman of the Provincial Vietnam Fatherland Front Committee emphasized: The development of the Project on Arranging and merging the Vietnam Fatherland Front agencies, socio- political organizations, and mass organizations assigned by the Party and the State to 3 provinces (Lam Dong, Binh Thuan and Dak Nong) into 1 Vietnam Fatherland Front agency at the provincial level (the new Lam Dong province after the merger) is necessary, in order to implement the general principle: Reducing focal points, streamlining the apparatus, avoiding overlap and duplication in performing political tasks, effectively using headquarters, saving costs, restructuring, streamlining payroll, improving the quality of the staff, contributing to reshaping the organizational model of the political system according to the Party's policies and orientations and the guidance of the Standing Committee of the Central Committee of the Vietnam Fatherland Front... Thereby meeting the requirements and tasks of the Front's work in the new period, aiming at the goal of "Close to the people, understanding the people, serving the people effectively". than".
The proactive role of the Standing Committee of the Vietnam Fatherland Front Committee of Lam Dong province with the Standing Committees of the Vietnam Fatherland Front Committees of Binh Thuan and Dak Nong provinces in recent times shows a high sense of responsibility towards the Party and the People.
Currently, the three provinces of Lam Dong, Binh Thuan, and Dak Nong each have five socio-political organizations (Labor Federation, Women's Union, Farmers' Association, Veterans' Association, Ho Chi Minh Communist Youth Union) and mass organizations assigned by the Party and the State in the province, which are assigned staff and operating budgets and are all members of the Vietnam Fatherland Front of the province. The heads of socio-political organizations and mass organizations assigned by the Party and the State in the province are all members of the Vietnam Fatherland Front Committee of the province. At the district and commune levels, the structure is similar to that of the provincial level. Thus, in essence, the Vietnam Fatherland Front Committee at any level is structured by the heads of socio-political organizations and mass organizations at that level, the Chairman of the Vietnam Fatherland Front Committee at the next lower level, and typical individuals from all walks of life...
The new agency after the arrangement continues to ensure full functions, tasks, and core roles in the work of solidarity, gathering, and promoting the strength of the great national solidarity bloc, while streamlining focal points, avoiding overlapping functions and tasks, effectively using resources, and improving the quality of staff.
In recent times, the Vietnam Fatherland Front and socio-political organizations at all levels have constantly innovated the content and methods of operation, creating positive changes in grasping the thoughts and aspirations of the people, strengthening social supervision and criticism, contributing to building a clean and strong Party and government.
However, reality also shows that the apparatus is still cumbersome, and its operations in some places are not closely linked to the people. There is a situation of "many organizations doing the same thing", overlapping mobilization targets, and low coordination efficiency. The merger according to the new model is necessary, so that the Vietnam Fatherland Front can truly be the connecting center, demonstrating its role as a solid bridge between the Party, the State and the people.
In the new model, the Vietnam Fatherland Front Committee of Lam Dong province (new) will have a compact, clear and unified structure. The Standing Committee includes representatives of leaders of major socio-political organizations such as: Trade Union, Farmers' Association, Women's Association, Veterans' Association, Youth Union... Along with that are 10 specialized committees to assist, meeting the requirements of consulting, coordinating and organizing the implementation of tasks effectively, without overlap or duplication.
• TOWARDS A SYSTEM “CLOSE TO THE PEOPLE, UNDERSTAND THE PEOPLE, FOR THE PEOPLE”
The innovation is not simply an organizational rearrangement, but an important step to streamline the focal points, reduce functional duplication, avoid spreading resources and effectively promote the role of gathering, uniting, criticizing and supervising the political system. This merger also aims to maximize resources, effectively use headquarters and facilities and improve the quality of cadres, contributing to reshaping the political organization model according to the Party's orientation.
The new organizational structure will include a provincial-level Vietnam Fatherland Front Committee with a Standing Committee consisting of representative representatives from major socio-political organizations: Trade Union, Farmers' Association, Women's Association, Veterans' Association, Youth Union, etc. Each specialized committee will undertake its own functions, reducing overlap and increasing specialization in performing tasks. The organizational arrangement means rearranging the staff and civil servants. This is one of the complex and sensitive issues, requiring high consensus and specific, humane plans. The Standing Committee of Lam Dong Provincial Party Committee has directed functional agencies to develop a plan for reasonable staff arrangement and assignment, ensuring rights and policies in accordance with the provisions of law. In addition, investment in facilities, equipment, and shared offices has also been identified as a key task. The province will review and re-arrange reasonably and in accordance with reality, ensuring a favorable working environment for cadres and civil servants in the Vietnam Fatherland Front system and socio-political organizations after the merger.
With its important role and function, along with the organizational structure, the content and methods of operation of the Vietnam Fatherland Front and its member organizations also need to continue to innovate in a practical, effective direction, closely following the grassroots, close to the people, and close to the people. The work of supervision, social criticism, gathering people's opinions, and contributing to Party and government building must be substantial and in-depth.
The unification of the Fatherland Front and socio-political organizations of Lam Dong province is an important step forward in the process of renewing the political system in the spirit of the Party's resolution. With the close direction of the Party Committee, the consensus and unity in the whole system, we believe that the new apparatus will operate smoothly, effectively and efficiently, promoting the central role of national solidarity, meeting the requirements and tasks in the new development stage of the province.
