Vice Chairman of Hanoi People's Committee Le Hong Son has just signed a document to rectify the inspection of some types of facilities with high risk of fire and explosion.
According to statistics from the Hanoi People's Committee, as of mid-October, units under the City Police have basically seriously implemented the inspection plan and initially achieved some results.
The units inspected nearly 23,400 establishments, including 311 mini apartments, more than 13,300 motels, 225 apartment buildings, and more than 9,550 houses combined with businesses at high risk of fire and explosion.
Through inspection, the authorities have administratively sanctioned 629 establishments with fines totaling over VND3.5 billion; temporarily suspended operations in 129 cases, and suspended operations in 24 cases.
Besides the achieved results, the implementation process of the units still has some shortcomings, limitations, difficulties and problems.
The People's Committees of Cau Giay District and Tuong Mai Ward (Hoang Mai District) issued plans and documents directing the implementation of apartment buildings and houses combined with business and production that were not timely implemented according to the city's direction. In addition, there are 64 communes and wards that have not yet conducted inspections according to the direction of the City People's Committee.
Some communes do not care, but "assign" the task to the police force to organize inspections and handle the facilities, typically the leader of the People's Committee of Phu Nghia commune (Chuong My district) did not participate in the inspection with the interdisciplinary inspection team.
Through inspection, the units discovered the existence and violations of the establishments in the field of construction and ensuring electrical safety, but did not resolutely propose handling according to regulations. Specifically, the city's functional forces discovered 1,062 cases of illegal construction and 6,138 cases of unsafe electricity use.
In recent times, Hanoi has strengthened inspection and review work to rectify and strictly handle violations in investment and construction of mini apartments.
Hanoi People's Committee seriously criticized the Chairmen of the People's Committees at district and commune levels for allowing the above-mentioned shortcomings and limitations to occur.
Units with existing shortcomings must immediately organize a review and rectification meeting; at the same time, clarify the responsibilities of relevant collectives and individuals in the failure to strictly implement the city's direction; report the implementation results to the City People's Committee before October 30, 2023.
The Hanoi People's Committee requested the district-level People's Committees to direct interdisciplinary inspection teams to continue to organize additional inspections and reviews on land use, construction, fire prevention and fighting, and safety in the use of electricity for kindergartens, hospitals, private clinics, bars, dance clubs, karaoke parlors, converted establishments with similar functions, and unlicensed and illegal construction establishments .
