Both motorbikes and gasoline cars will be restricted in many areas of Hanoi.

The implementation of low emission zones and restrictions on gasoline motorbikes in some areas cannot be delayed any longer and the city will study it for cars, not just motorbikes, according to the Chairman of Hanoi.

Hanoi will pilot a low-emission zone in the Hoan Kiem Lake area and surrounding areas.

On the morning of June 9, Chairman of the Hanoi People's Committee Tran Sy Thanh worked with the Vietnam Association of Motorcycle Manufacturers (VAMM) on solutions to the problem of converting motorcycles and motorbikes using fossil fuels in the capital.

Still have many concerns

According to Ms. Sayaka Arai, President of VAMM Association, converting motorbikes and scooters using fossil fuels will greatly impact the travel and livelihoods of millions of people.

She said about 2,000 dealers, 200 parts suppliers, and hundreds of thousands of employees would be affected and at risk of losing their jobs if the sudden transition occurred.

The Chairman of the VAMM Association raised concerns about the current charging infrastructure for electric vehicles in Hanoi, which is not guaranteed, so people only have the option of charging at home or at shopping malls. That leads to concerns about overloading the charging system, especially in old apartment buildings, which can lead to short circuits, fires, and unsafety.

According to her, people have to spend a large amount of money if they switch to electric motorbikes, while the city has no support policy. Ms. Sayaka Arai suggested that Hanoi City have a suitable and feasible roadmap to switch from gasoline motorbikes to electric motorbikes by 2030 at the earliest.

Carefully consider the timing of implementation

At the meeting, the Chairman of Hanoi acknowledged VAMM's proposals and opinions to perfect policies and practically implement issues related to motorbikes in general and electric motorbikes in particular.

According to Mr. Thanh, there are many perspectives on motorbikes. A city will not be civilized and modern, will not have a good environment, will not have a good culture if motorbikes continue to develop like in Hanoi today.

Considering that the use of motorbikes in Hanoi is very widespread and arbitrary, according to Mr. Thanh, Vietnam in general and Vietnam's big cities in particular are paying a heavy price.

The Chairman of Hanoi said that the City People's Council has had a draft decree on the issue of motorbikes in general and low emission zones (LEZ) in particular since 2017, not just now, so it cannot be said that it is a surprise to the people or businesses.

"The city will implement low emission zones in 4 inner-city districts, that is the resolution. However, the city will carefully consider the implementation time, it cannot be done and cannot be delayed any longer. First of all, it is with motorbikes and we will continue to research with cars, not just motorbikes," Mr. Thanh stated.

The head of the Hanoi government also said that the Japanese government and the governments of European countries, the European Union, and developed countries are also actively supporting Hanoi and Ho Chi Minh City to develop public transport, with urban railways as the core. From now until 2035, the city will have to complete about 10 urban railway lines.

According to Mr. Thanh, motorbike businesses in Hanoi have been in business for decades and have certainly made a lot of profit. He hopes to receive companionship and support from businesses in converting motorbikes for people.

The Chairman of Hanoi affirmed that the roadmap to low emission zones cannot be changed, that is the development process.

"Our people have suffered a lot, now we should gradually enjoy, at least, fresh air. Of course, air pollution is not entirely caused by motorbikes," said the head of the Hanoi government.

The Chairman of Hanoi emphasized that using motorbikes is a culture of Vietnam, so the conversion of motorbikes and scooters using fossil fuels needs a roadmap. However, if there is no determination, it is unknown when Hanoi will develop a civilized and clean urban area like major cities in Japan and other countries in the world .

Previously, on December 12, 2024, the Hanoi People's Council passed a Resolution on Regulations on implementing low-emission zones in the city.

According to the resolution, Hanoi bans the circulation of heavy diesel trucks in low emission zones.

In addition, limit or prohibit cars that do not meet level 4 emission standards and motorbikes that do not meet level 2 standards from entering low emission zones according to time frames/points or areas.

The resolution also stipulates that the city proposes to issue fees and charges for road motor vehicles with emissions circulating in low emission zones.

Regarding the roadmap for implementing low emission zones, from 2025 to 2030, Hanoi will pilot the establishment of low emission zones in an area in Hoan Kiem and Ba Dinh districts; and encourage localities to establish low emission zones.

From 2031 onwards, areas in Hanoi that meet the prescribed criteria must implement low emission zones.
