This time, there were representatives of more than 200 people who bought land for the project of Housing Area for low-income people in Dien Nam - Dien Ngoc Urban Area (Dien Ban) invested by STO Agricultural and Rural Investment Consulting and Sports Tourism Services Joint Stock Company (abbreviated as STO Company).

According to the feedback, people have signed contracts to contribute capital to invest in building technical infrastructure and receive land use rights since 2011, but up to now, STO Company has not yet issued red books to customers.

Ms. Tran Nu Thuc Quyen, resident of Hoa Cuong Nam ward, Hai Chau district, Da Nang city, said that over the past 6 years, land buyers have repeatedly visited agencies and departments of Quang Nam province to request government intervention. The project has been transferred to the provincial Inspectorate and the provincial police for more than a year now, but there has been no response to the people.

At the meeting with citizens, Ms. Quyen and representatives of 200 land buyers of the investor informed about issues related to the project, inspection, and handling of people's reports. At the same time, she hoped that the Secretary of the Quang Nam Provincial Party Committee would direct the Provincial People's Committee to focus on resolving outstanding issues, restart the project to soon issue red books and hand them over to the people.

In an exchange with representatives of land buyers, the provincial professional sector said that the project was completed in 2018. By 2023, the Provincial Inspectorate will conduct an inspection of this project to advise the Provincial People's Committee on specific handling.

Through inspection, it was concluded that there were signs of violations by Mr. Tran Chien Thang - Chairman of the Board of Directors of STO Company, so the Provincial Inspectorate transferred the file to the Provincial Police Investigation Agency.

Last October, the Provincial Inspectorate received a dispatch from the police agency, stating that out of the 9 issues proposed after the inspection, 6 groups of issues were determined not to the extent that the case had to be prosecuted and were transferred back to the inspectorate for further handling.

Two other groups of issues related to the project are still being investigated, because the case is very complicated. As for Mr. Tran Chien Thang and the people involved, they have reached an agreement with each other and there are no more complaints.

Mr. Nguyen Do - Deputy Chief Inspector of the province said that after receiving the official dispatch from the police agency, the Provincial Inspectorate reported to the Provincial People's Committee to propose to resolve the remaining issues of the project. The Chairman of the Provincial People's Committee assigned the Provincial Inspectorate to chair a meeting with relevant departments and branches to collect opinions and advise the Provincial People's Committee on how to handle this project.

Mr. Bui Ngoc Anh - Director of the Department of Natural Resources and Environment said that since 2009, the project was allocated about 18 hectares of land. After that, the adjustment process, in 2016, the Provincial People's Committee decided to allocate 16.2 hectares of land. Up to now, the compensation and site clearance work has been basically completed.

However, infrastructure investment and capital contribution that STO mobilizes is a complicated story. The project progress ended in 2018. Continuing to extend the deadline for the enterprise to complete the project is the most necessary story. Only then can the following problems be solved.

According to analysis by the industry, the project of allocating land for low-income housing has different financial obligations compared to commercial housing. The regulation is that 80% of the plots are for low-income housing, but during the investment and construction process, the enterprise sold a higher proportion of commercial housing plots. The nature of the purpose is different. The project has expired, financial obligations have not been fulfilled... the issuance of red books is completely baseless.

Sharing with the residents, Provincial Party Secretary Luong Nguyen Minh Triet stated: The common responsibility of the state is to focus on handling and resolving matters related to the legitimate and legal rights and interests of the people.

Acknowledging the recommendations of the land buyers, the Provincial Party Secretary said that after this meeting, he would listen to the whole story again to propose solutions to ensure legal regulations and the rights of the people. At the same time, he would urge the Provincial People's Committee to focus on directing the handling of the contents of the inspection conclusions.

“Next week I will go to inspect the project. There is not enough basis to conclude right or wrong now, but the spirit is to listen and resolutely direct the case in the near future,” said the Provincial Party Secretary.
