(QBĐT) - Hundreds of hectares of forest land and planted forests of various types belonging to many projects implemented in Sen Thuy commune "disappeared" after being handed over to the local government for management. This is due to the fact that after receiving the land, the local government lacked responsibility in managing and handing it over to the village for management and organizing the handover to the people. So what is the truth of the problem that the people have reported?
From the people's feedback on the above issue, the leader of Sen Thuy Commune People's Committee said that the commune has also received people's feedback on this issue and has conducted an inspection, review and clarification to respond to the people.
Specifically, regarding the content of the 327 forest project land assigned by the province to Sen Thuy commune in 2008 with an area of 434.6 hectares, now all of it has been occupied by households, there is no area left. And currently it is not divided among the people according to Resolution No. 03/NQ-HDND, dated January 16, 2008 of the People's Council of the commune, the leader of the People's Committee of Sen Thuy commune said: In 2007, the People's Committee of the commune was handed over planted forests from investment projects to the management board, planting forests outside the land use rights (SDĐ) boundary of Nam Forest Enterprise (now the Dong Hoi Coastal Protection Forest Management Board (BQLRPH) of Southern Quang Binh ) with an area of 434.6 hectares (of which, planted forests before 1997 have 226.7 hectares; planted forests of APS, 773, 327 projects have 90.6 hectares; planted forests of ARCD project have 117.3 hectares).
According to the records after receiving the above land area, from 2008-2010, the Commune People's Committee organized the transfer to the villages and the villages divided it for people to plant trees. This land area is interspersed in residential areas and stretches from Sen Dong village to Sen Binh village; the transfer records are unclear, there is no land allocation map so it is currently very difficult to review and determine the area of each type of project.
Regarding the content of the forest assigned according to the Report No. 11/TTr-UBND, dated April 10, 2008 of the People's Committee of Sen Thuy commune with an area of 252 hectares, but in reality 180 hectares have been occupied by the people. According to the leader of the People's Committee of Sen Thuy commune, on April 10, 2008, the People's Committee of Sen Thuy commune had Report No. 11/TTr-UBND on requesting to adjust the land use boundary between the People's Committee of Sen Thuy commune and the Management Board of the South Quang Binh Coastal Forest Protection Area. On September 28, 2009, the Management Board of the South Quang Binh Coastal Forest Protection Area and the People's Committee of Sen Thuy commune worked and agreed to temporarily assign the forest and production forest land to the locality for management and use with an area of 252 hectares (of which, the south of Bau Dum is 227 hectares; the east of Bau Sen is 25 hectares). Then, on October 8, 2009, the two sides conducted the on-site handover of the land and forest area temporarily assigned to the People's Committee of Sen Thuy commune. After that, the commune temporarily handed over the land to relevant villages for management and protection, and the villages organized to divide the land for people to plant trees.

In 2017, the Commune People's Committee coordinated with the Southern Quang Binh Coastal Forest Protection Board, the Provincial Technical Center for Cadastral Engineering and related villages to inspect and measure the total area of temporarily assigned forest land. The actual area was determined to be 182.8 hectares. Currently, through review and actual measurement by the Technical Center for Natural Resources and Environment, the entire area of 252 hectares previously temporarily handed over by the Southern Quang Binh Coastal Forest Protection Board to the Sen Thuy Commune People's Committee is actually only 180.85 hectares and this land is currently within the scope of the land use right certificate granted to the Southern Quang Binh Coastal Forest Protection Board.
This temporarily assigned land area is currently being managed by the Southern Quang Binh Coastal Protection Area Management Board, while the assets on the land are the crops of the people. Faced with this issue, the People's Committee of Sen Thuy commune is currently developing a plan to ask the District People's Committee for permission to allow people to harvest crops on the land and then hand over the land to the Southern Quang Binh Coastal Protection Area Management Board for management according to its authority.
Regarding the pine forest area of project 2870 (PAM forest), according to report No. 08/BC-UBND, dated July 15, 2011 of the People's Committee of Sen Thuy commune with a total area of 982 hectares, but currently only 16.5 hectares remain, the leader of the People's Committee of Sen Thuy commune said: Regarding the previous forest area of 2870, after the cooperative was dissolved, the People's Committee of the commune handed it over to the villages for management and assigned to individual households for use. In 2021, implementing state management and reviewing the forest land area, the pine forest area of 2870 only has 16.5 hectares left.
The reason for the decrease in pine forest area is that people do not exploit according to the correct process, some areas have reached the end of their exploitation cycle, run out of resin, due to forest fires or stormy weather, they are broken and people switch to planting acacia. In addition, some households exploit without permission, the Commune People's Committee has coordinated with the local Forest Rangers to handle according to regulations.
Regarding the forest area of the Viet Duc project according to report No. 65/BC-UBND, dated July 12, 2018 of the People's Committee of Sen Thuy commune, the total area is 943.35 hectares, currently only 248 hectares remain because people occupy 695.35 hectares. Regarding this issue, the People's Committee of Sen Thuy commune said: The forest planted under the Viet Duc project according to report No. 65/BC-UBND, dated July 12, 2018 has an area of 943.35 hectares, allocated to 571 households. In 2021, the pine forest area of the projects will be reviewed, and the remaining pine forest area of the Viet Duc project will be 248.34 hectares.
The reason for the decrease in pine forest area is that people do not exploit according to the correct procedures, due to forest fires and stormy weather, the trees are broken, so people exploit pine trees and convert to planting acacia.
