The construction of industrial parks (IPs) to attract investment has contributed significantly to promoting the socio-economic development of the province, but its downside is the negative impacts on the environment. Therefore, the province always pays close attention to environmental protection in IPs, especially the issue of wastewater treatment.

Investing in wastewater treatment infrastructure
With the goal of making Ba Thien II Industrial Park (Binh Xuyen) one of the attractive destinations for investors, Vina CPK Joint Stock Company - the investor of Ba Thien II Industrial Park infrastructure always focuses on environmental protection (BVMT), aiming for a green, environmentally friendly industrial park.
To better meet the demand for wastewater treatment in the Industrial Park, in 2023, Vina CPK Joint Stock Company invested in an additional wastewater treatment module, increasing the total designed capacity of the centralized wastewater treatment system in the Industrial Park to 10,000 m3/day and night.
The wastewater treatment system meets the wastewater treatment standards of type A (QCVN 40:2011/BTNMT), operating at a frequency of 24/7. In addition, the industrial park has also invested in building an emergency pond for the centralized wastewater treatment system of the industrial park with a capacity of about 10,554 m3. At the same time, an automatic and continuous wastewater monitoring system has been installed and data is transmitted to the Department of Natural Resources and Environment according to regulations.
Up to now, 7/9 industrial parks have been put into operation in the province with centralized wastewater treatment systems with a design capacity of about 38,000m3/day/night, including Kim Hoa Industrial Park, Khai Quang Industrial Park; Binh Xuyen Industrial Park, Ba Thien Industrial Park, Binh Xuyen II Industrial Park, Ba Thien II Industrial Park and Thang Long Vinh Phuc Industrial Park.
At the same time, 7 industrial parks have automatic continuous monitoring systems in accordance with the law. By the end of 2022, the rate of connection to the wastewater treatment system of production and business projects in industrial parks will reach about 95%.
Industrial parks in operation basically have full environmental protection technical infrastructure to meet the needs of secondary investors. This system is designed synchronously, in compliance with construction technical regulations and standards and relevant environmental technical regulations.
Investors in industrial park infrastructure have established specialized environmental protection departments, responsible for operating wastewater treatment systems and closely monitoring the enterprises' waste discharge activities.
Efforts to control emissions
Along with the increase of secondary investors in industrial parks, the amount of wastewater generated in industrial parks is increasing. In 2022, in 9 industrial parks that have come into operation, the total amount of industrial wastewater generated is about 21,800 m3/day/night.
Aiming at sustainable development, in recent years, the province has always paid attention to controlling waste sources, especially for facilities that generate large amounts of waste.
Every year, the Management Board of Industrial Parks conducts propaganda and dissemination of environmental protection laws to raise awareness of environmental protection for enterprises and investors in industrial park infrastructure. At the same time, it guides and inspects investors in construction and business of industrial park infrastructure, production, business and service establishments in industrial parks to implement environmental protection regulations.
It is known that on November 20, the Industrial Park Management Board established an inspection team to inspect the implementation of a number of environmental law regulations of 12 enterprises in the Industrial Park. In addition, the Board is also taking samples and hiring analysis of 97 industrial wastewater samples.
Along with that, implementing Decision No. 434/2023 of the Director of the Department of Natural Resources and Environment, the functional departments of the Department of Natural Resources and Environment have inspected the compliance with the law on environmental protection for a number of investors in industrial park infrastructure business and production and business establishments in industrial parks such as Fuchuan Company Limited (Binh Xuyen II Industrial Park); Prime Ngoi Viet Joint Stock Company (Binh Xuyen Industrial Park), An Thinh Vinh Phuc Construction Investment Company Limited, Vina CPK Joint Stock Company...
Assessing the environmental protection work of enterprises and investors in industrial park infrastructure, Mr. Nguyen Duy Tien, Deputy Head of the Environmental Management Department, Department of Natural Resources and Environment said: "In general, investors in construction and business of industrial park infrastructure, project owners and owners of production and service establishments in industrial parks basically strictly comply with environmental protection regulations".
Along with tightening management after granting investment registration certificates, the province has recently focused on preventing and controlling environmental pollution in the process of attracting investment.
With the viewpoint of "not trading the environment for economic growth", the province determines to prioritize attracting investors with high-tech projects, using clean energy and resolutely rejects projects that risk causing environmental pollution.
In addition to the positive results achieved, it is also necessary to recognize the fact that investment in environmental protection in general and wastewater treatment in particular increases operating costs, directly affecting the profits of enterprises. Therefore, some enterprises in the industrial park do not have a high level of self-awareness in environmental protection.
As the direct State management agency of industrial parks, the Provincial Industrial Park Management Board continues to promote propaganda to raise awareness of environmental protection for enterprises in industrial parks; strengthen inspection, supervision, and propose strict handling of violations of environmental protection laws in industrial parks.
Coordinate with specialized authorities to inspect and manage environmental protection work at a number of investment projects in industrial parks; supervise and promote the construction and operation of wastewater treatment plants in industrial parks.
