Ba Be Lake is a popular tourist destination, with regular boat and ferry services for visitors.
According to the traffic police, passenger vehicles must ensure technical safety; be fully equipped with life jackets and life-saving equipment; carry the correct number of passengers as prescribed; the driver must have the necessary documents and professional certificates; and absolutely must not use alcohol or stimulants.
Inspections were conducted simultaneously at the docks and through mobile patrols along the route, focusing on high-risk violations such as lack of life-saving equipment, overloading of passengers, unqualified operation of vehicles, failure to ensure technical safety, and departure from unauthorized locations.
Captain Dao Duy Hoang, Deputy Team Leader in charge of waterway control, said: "During inspections, we focus on strictly checking vehicle documents, operator certificates, life jackets, life-saving equipment, and ensuring the correct number of passengers are carried. The principle is to strictly enforce regulations to deter and prevent accidents, but the highest goal remains preventing accidents and protecting the safety of tourists."
Along with inspections, authorities are stepping up efforts to raise awareness and provide safety training to citizens, vehicle owners, and passengers, considering this a long-term solution to improve voluntary compliance with the law.
From a service management perspective, the Ba Be Ecotourism Cooperative has implemented various measures to ensure transparency in operating conditions and improve service quality. According to a review, there are currently 177 boats involved in transporting tourists, of which 146 meet the operating requirements.

Ms. Hoang Huong Lien, representative of the Ba Be Ecotourism Cooperative, shared: "To help tourists easily identify eligible vessels, the Cooperative has issued identification flags to qualified boats and requires them to display the flags when participating in activities. This approach facilitates inspection and supervision while also contributing to enhancing the responsibility of boat owners in maintaining safety conditions."
Together with the authorities and the Ba Be Ecotourism Cooperative, the local government has identified waterway traffic safety management as an ongoing task requiring coordinated efforts and specific accountability mechanisms.
Ms. Nong Thi Diep, Vice Chairman of the People's Committee of Ba Be commune, said: "We coordinated with boat owners to sign commitments not to carry more people than allowed, to ensure life jackets for 100% of passengers, to ensure that operators are qualified, and to refrain from drinking alcohol. At the same time, we increased inspections at the docks and reminded tourists to comply with safety requirements during their visits."
According to local authorities, signing commitments, coupled with inspections, handling violations, and raising awareness, aims to create sustainable change and foster voluntary compliance within the community. Tightening the management of tourist boats on Ba Be Lake is a crucial solution to "lock down risks" at the docks, ensuring the safety of each trip, contributing to maintaining order and discipline, and building a safe and civilized tourism environment.
