As a locality with rapid industrial, service, logistics and urbanization development, Quang Ninh is also facing major environmental challenges. According to a report by the Department of Agriculture and Environment, the province currently has over 1,250 production and business establishments with potential sources of pollution. The amount of domestic solid waste generated is over 388,000 tons/year; hazardous waste generated is over 5,600 tons/year; and ordinary industrial solid waste generated is over 270 million tons/year.
In particular, the coal mining and processing industry - the province's traditional economic pillar - still accounts for a large proportion of the province's industrial production structure, with a total mining capacity of over 42 million tons of coal/year. The operations of waste dumps, open-pit mines, coal conveyor belts, and coal transportation pose high risks of dust, sludge, and wastewater emissions, affecting air quality, water resources, and coastal ecosystems.
From the mentioned emission sources, the province has proactively implemented many solutions, especially strictly controlling large emission sources. Currently, the province has invested in installing 128 automatic environmental monitoring stations, continuously transmitting data to the monitoring center of the Department of Agriculture and Environment to promptly handle unusual environmental incidents. Particularly, coal processing facilities, thermal power plants, cement factories, industrial parks... have emission treatment and automatic monitoring systems that meet national standards.

The province has completed the relocation of all aquaculture cages in Ha Long Bay out of the core heritage area, reducing the risk of seawater pollution and protecting the coral reef ecosystem; basically completed the goal of replacing more than 6 million styrofoam balls in aquaculture, contributing to a significant change in the quality of the natural environment; relocated all livestock and poultry slaughterhouses out of densely populated areas and is gradually relocating all small-scale industrial production facilities into industrial clusters.
In addition to focusing on solutions, the province has strengthened inspection, control and handling of cases of environmental pollution. In 2024 alone, the province's functional agencies inspected, detected and punished 534 organizations and individuals, with a total fine of over 6.4 billion VND paid to the state budget, contributing to deterrence and prevention of cases of repeated violations of emissions causing environmental pollution.

Entering a new development stage, the province has identified the main economic sectors as services, tourism , and modern industry, thereby continuing to review and increase investment in expanding the automatic monitoring system to all emission sources; accelerating socialization of investment in waste and wastewater treatment plants applying modern technology; resolutely revoking licenses of production facilities causing long-term pollution; continuing to reforest bare land, increasing the area of protective forests and coastal mangrove forests; promoting the circular economy program, green transformation, and application of renewable energy.
Mr. Nguyen Minh Son, Director of the Department of Agriculture and Environment, affirmed: The province clearly defines that all investment projects and production and business activities must be associated with strict environmental standards right from the appraisal stage. From there, the unit coordinates with relevant departments and branches to advise the province on developing criteria and necessary and sufficient conditions for an investor when implementing investment projects in the province. The province's viewpoint is absolutely not to trade the environment for economic growth.
With a methodical, drastic and steadfast approach to green growth, Quang Ninh is building an image as an attractive destination for high-tech, environmentally friendly investors; becoming a model locality that develops rapidly while still maintaining a clean living environment for the people.
