The National Center for Meteorological and Hydrological Forecasting stated that the storm's center is currently located in the northeastern part of the South China Sea, moving in a west-northwest direction at a speed of 20-25 km/h.
As of 10 PM on September 23rd, the storm maintained wind speeds of level 16-17, with gusts exceeding level 17.
At 10 PM on September 24th, the storm made landfall south of Guangzhou (China), with winds decreasing to level 12-13, gusting to level 16. Afterwards, the storm changed direction to west-southwest, and by 10 PM on September 25th, it had moved inland into the provinces of Quang Ninh and Ninh Binh , with its intensity decreasing to level 8, gusting to level 10.

Due to the influence of the storm, the northern part of the South China Sea will experience strong winds of force 8-9, later increasing to force 10-14, with winds near the storm's center reaching force 15-17, gusting above force 17, and waves over 10 meters high.
From September 24th, winds in the Gulf of Tonkin will gradually strengthen to level 6-7, then increase to level 8-10, reaching level 11-12 near the storm's center, with gusts up to level 15, and sea waves reaching 4-6 meters in height. Ships operating in this area are at risk of being severely affected.
According to the Japan Meteorological Agency, the storm currently has wind speeds of 198 km/h, decreasing to 126 km/h as it passes over the Leizhou Peninsula. The agency predicts that the storm will veer significantly north of Leizhou, moving further inland into China, causing its intensity to decrease rapidly. The Hong Kong Observatory also forecasts that wind speeds will be around 90 km/h upon reaching Quang Ninh province .
On the afternoon of September 22nd, at a meeting of the National Steering Committee for Civil Defense, Mr. Mai Van Khiem, Director of the National Center for Meteorological and Hydrological Forecasting, stated that the super typhoon would enter a rapid weakening phase from September 24th due to the impact of a continental high-pressure system and topographic friction in China. Upon passing through the Leizhou Peninsula and entering the Gulf of Tonkin, the typhoon will weaken to level 11-12, with gusts up to level 14; on land from Quang Ninh to Thanh Hoa , winds of level 9-10, with gusts up to level 14, may be recorded.
Super typhoon Ragasa formed from a tropical depression on the evening of September 18th and intensified by 9 levels in just four days. The Northwest Pacific in 2024 saw three super typhoons: Yagi, Gaemi, and Krathon. Of these, Yagi made landfall in Vietnam, causing strong winds, landslides, flash floods, and inundation, resulting in 318 deaths, 26 missing persons, and nearly 84 trillion VND in damage.
According to forecasts, from October to December, the number of typhoons and tropical depressions in the South China Sea will be higher than the multi-year average, with more than 4 storms, nearly 2 of which are likely to make direct landfall.
