Department of Education and Training deploys tasks for the 2025 - 2026 school year

On August 26, the Department of Education and Training (DET) held a conference to summarize the 2024-2025 school year and deploy tasks for the 2025-2026 school year. In the 2024-2025 school year, the provincial Department of Education and Training has directed, operated and synchronously implemented the proposed tasks and solutions, organized safe and flexible teaching and learning, ensured quality and school year schedule, contributing to improving the quality of comprehensive education . The network of schools and classes continues to be reviewed and planned in accordance with practical conditions, meeting the needs of teaching and learning, improving the quality of education, especially in remote areas. By August 2025, the whole province has 516 schools, including: 173 kindergartens, 122 primary schools, 83 primary and secondary schools, 97 secondary schools, 30 high schools, 9 Vocational Education - Continuing Education Centers, 1 Provincial Continuing Education Center and Cao Bang College; 757 school locations.

In terms of human resources, the whole sector has 11,311 managers, teachers and employees, basically ensuring the structure, age, training level and job position. At the same time, actively applying information technology and digital transformation, ensuring compliance with the requirements of educational innovation, effectively implementing the 2018 General Education Program.

Facilities and teaching equipment continue to be invested and upgraded in a modern direction, gradually better meeting the requirements of educational innovation. In 2025, the sector will be allocated about 508.6 billion VND from capital sources and socialized sources to invest in upgrading, repairing and maintaining school and classroom facilities; it is expected to use about 146.717 billion VND to purchase teaching equipment for all levels, serving the implementation of the 2018 General Education Program, meeting about 65% of the teaching and learning needs of educational institutions, an increase of 3% over the same period in 2024.

100% of communes meet the standards for universal preschool education for 5-year-old children; the literacy rate for people aged 15-25 is 99.26% or higher; maintain the communes and districts (old) that meet the standards for eliminating illiteracy at level 2, and add 2 commune-level units that meet the standards for eliminating illiteracy at level 2. It is estimated that by the end of 2025, there will be 7 kindergartens and general schools that meet national standards, reaching 100% of the target; 40/30 kindergartens and general schools that meet national standards, reaching 133% of the target assigned for the period 2021 - 2025. The Department completes and submits to the Provincial People's Committee the draft Project on building schools that meet national standards, period 2026 - 2030 in the province, striving that by 2030, the whole province will have over 60 schools recognized as meeting national standards.

In the 2024-2025 school year, the 2025-2026 high school entrance exams and the 2025 high school graduation exams will take place safely, seriously, objectively, and in accordance with regulations. The 2025 high school graduation results will reach 98.8%, an increase of 0.88% compared to 2024. Key education has made clear progress, with 387 students winning prizes in the provincial-level excellent student selection exam for grade 12 high school; 43 national prizes; 4 international prizes.

In addition to the achieved results, the facilities and teaching equipment are still lacking, not meeting the requirements, not meeting the standardization requirements; the shortage of teachers, especially in the subjects of Information Technology and English has not been completely overcome, the whole sector is still short of 430 civil servants; incentive mechanisms and policies are not enough to attract good teachers; the gap in learning conditions between remote areas and favorable areas is still large; up to 50% of civil servants of the Department of Culture and Society at the commune level in charge of education do not have pedagogical expertise, directly affecting the implementation of tasks in the field of education at the grassroots level.

At the conference, delegates discussed and clarified the results achieved in the 2024-2025 school year, shared experiences as well as proposed and recommended solutions to remove difficulties and obstacles, and continue to improve the quality and effectiveness of education and training work in the province.

Speaking at the conference, Vice Chairman of the Provincial People's Committee Trinh Truong Huy emphasized: The 2025-2026 school year is of special importance, being the first year of implementing the Law on Teachers and many new educational policies. With the goal of "Discipline - Creativity - Breakthrough - Development" of the new school year, it is recommended that the Education and Training sector continue to promote the effective implementation of resolutions and action programs of the Central and the province on fundamental and comprehensive innovation of education and training; be active, proactive and creative in improving the quality of comprehensive education. Plan a suitable network of schools and classes, reduce the number of separate schools and classes. Advise on the timely and effective implementation of the policy of building 10 inter-level boarding schools in border communes. Continue to innovate and improve the quality of education at all levels, considering this a core and continuous task of the sector; implement flexibly, creatively, and appropriately to the actual conditions of each locality and each school.

Thoroughly grasp and seriously implement the Law on Teachers and documents guiding its implementation; develop a team of teachers and educational institution managers to meet the requirements of education and training innovation; effectively implement Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation. Strengthen activities to educate the younger generation on ethics and lifestyle.

Propose that departments, branches, sectors, communes and wards in the province continue to pay attention to and closely coordinate with the Department of Education and Training in implementing education and training tasks; arrange and balance resources, prioritize investment in facilities and teaching equipment, especially in disadvantaged areas; focus on building standard schools, gradually eliminating combined schools and classes. Communes and wards carry out management and direction of educational activities according to decentralization; arrange responsible and competent staff. Continue to effectively implement the Provincial People's Committee's Plan on deploying the "Digital Education for All" movement, building a learning society in the province.

On this occasion, the Provincial People's Committee awarded the Emulation Flag for outstanding units leading the emulation movement in the 2024 - 2025 school year to the Provincial Boarding Ethnic Minority High School; awarded the title of "Excellent Labor Collective" in the 2024 - 2025 school year to 4 collectives. The Ministry of Education and Training awarded Certificates of Merit to 2 collectives under the Department of Education and Training and 9 individuals with outstanding achievements in the Emulation Movement "Innovation and creativity in teaching and learning" in the 2024 - 2025 school year.

At the conference, the Department of Education and Training received 30 televisions, worth 300 million VND, donated by Cao Bang Telecommunications (VNPT) on the occasion of the 80th anniversary of the establishment of the Ministry of Education and Training and to support educational institutions during the opening ceremony of the 2025-2026 school year.
