On the morning of April 4th, in Hoang Hoa district, the Thanh Hoa Provincial Enforcement Department held a conference to review the work of civil and administrative enforcement during the first six months of the year and to plan for the work in the last six months of 2024.
According to the report, in 2024, the Provincial Enforcement Department had to enforce 13,845 cases, totaling 2,934.888 billion VND. Of these, 10,316 cases, totaling 1,403.871 billion VND, were eligible for enforcement.
In the first six months of the year (from October 1, 2023 to March 31, 2024), the enforcement agencies in the province resolved 6,036 cases and 295.347 billion VND, achieving a rate of 58.51% in terms of cases and 21.04% in terms of money (compared to the number of cases and money eligible for enforcement).

This result achieved 70.28% in terms of cases and 45% in terms of money compared to the targets set by the General Department of Civil Judgment Enforcement for 2024. Compared to the same period in 2023, the Provincial Civil Judgment Enforcement Department resolved an increase of 143.769 billion VND (a 94.85% increase).
In particular, the enforcement of judgments regarding revenue collection for the State budget has yielded positive results. The provincial enforcement agencies have completed 5,072 cases, collecting 59.766 billion VND, achieving a rate of 66.82% in terms of cases and 24.67% in terms of money compared to cases and money eligible for enforcement. Compared to the same period in 2023, the amount collected for the State budget increased by 35.477 billion VND (a 146.06% increase).
Regarding the monitoring of administrative judgment enforcement, 6 cases have been completed, while 59 cases remain unfinished. Of these, 10 cases have a decision requiring monitoring, and 49 cases do not yet have a decision requiring monitoring of administrative judgment enforcement.

Coordination among localities, agencies, and units in the enforcement of judgments continues to be carried out closely and seriously, achieving positive results. Verification of judgment enforcement and requests for coordination in applying security measures and coercive measures for judgment enforcement have been met and supported by relevant agencies. In particular, the implementation of Directive No. 16-CT/TU dated September 5, 2018, of the Provincial Party Committee on strengthening the Party's leadership over judgment enforcement and administrative work has yielded many important results, promptly resolving difficulties and obstacles, and improving effectiveness and efficiency.
Despite achieving many positive results, the enforcement of civil and administrative judgments in the past six months still has some shortcomings and limitations. Specifically, some auctioned assets have not yet been handed over to the winning bidders. Complex and pending cases remain, and many other complex cases are emerging. Although the enforcement of administrative judgments has paid attention to and intensified monitoring and supervision by the civil judgment enforcement agencies, the number of cases successfully enforced remains low...

At the conference, officials and civil servants of the Civil Judgment Enforcement sector participated in discussions on many topics related to professional activities and other work in civil and administrative judgment enforcement. They also discussed, analyzed, and evaluated the achievements, frankly pointing out existing shortcomings and limitations in their work. From there, they analyzed the causes and proposed tasks and solutions for implementation in the future.

The conference unanimously agreed that, in the last six months of 2024, the Provincial Enforcement Department will continue to streamline its organizational structure; continue to be thorough and decisive in management, direction, and operation; tighten administrative discipline and order; strengthen political and ideological education, cultivate moral qualities, sense of responsibility, and professional competence of the enforcement staff. Focus on implementing comprehensive solutions to further improve the quality and rate of case and monetary recovery out of the total number of enforceable cases and funds. Strive to complete the enforcement of all revenue for the State budget. Focus on and decisively enforce economic and corruption cases, especially those monitored by the Central Steering Committee on Anti-Corruption. Resolve definitively all cases with high enforcement value under the supervision and monitoring of the Provincial Party Committee's Internal Affairs Department...

Also at the conference, the leaders of the Provincial Enforcement Department disseminated and implemented new documents from the Central Government and the province related to civil and administrative enforcement work. They also provided guidance on professional practices related to civil enforcement activities.
