Number and personnel structure of 4 Party Committees under the Central Committee in the new term

This content is stipulated in Directive No. 45 on Party congresses at all levels towards the 14th National Congress of the Party, signed and issued by General Secretary To Lam on behalf of the Politburo . This Directive replaces Directive No. 35 dated June 14, 2024 and Conclusion No. 118 of the Politburo on adjusting and supplementing a number of contents of Directive No. 35.

Directive 45 of the Politburo stipulates the number of Party Committee members, Standing Committee members, and Deputy Secretaries of Party Committees at all levels for the 2025-2030 term, including 4 Party Committees directly under the Central Committee.

For the Party Committees of the Central Party agencies , the Politburo stipulates that there should be no more than 39 members in the executive committee and a maximum of 17 members in the standing committee.

The structure orientation includes: Politburo member, Standing member of the Secretariat as Party Committee Secretary; Party Central Committee Secretary, Head of the Party Central Committee Office as Standing Deputy Secretary of the Party Committee; one deputy leader as Party Committee Secretary of the Central Party Committees and agencies (Organization; Inspection Committee; Propaganda and Mass Mobilization; Internal Affairs; Policy and Strategy; Office), Chief Justice of the Supreme People's Procuracy, Director of the President's Office, Editor-in-Chief of Nhan Dan Newspaper, Editor-in-Chief of Communist Magazine, one leader of the Supreme People's Court, one leader of the Ho Chi Minh National Academy of Politics; 2-3 full-time deputy secretaries of the Party Committee.

The Politburo also stipulates the number of deputy secretaries including one permanent deputy secretary and 2-3 full-time deputy secretaries.

For the Government Party Committee , Directive 45 clearly states that the number of executive committee members must not exceed 61 people and the standing committee must not exceed 17 people.

The structure orientation includes: Politburo member, Prime Minister as Party Committee Secretary; Politburo member, Permanent Deputy Prime Minister as Permanent Deputy Party Committee Secretary; Deputy Prime Ministers and Ministers of the Ministries: National Defense, Public Security, Foreign Affairs, Home Affairs; Head of the Government Office; Government Inspector General.

In addition, the structure also includes 2-3 full-time deputy party secretaries and a number of other structures proposed by the Government Party Committee.

The number of deputy secretaries, according to the Politburo's regulations, includes: one permanent deputy secretary and 2-3 full-time deputy secretaries.

For the National Assembly Party Committee , the Party Executive Committee has a maximum of 43 members and the Standing Committee no more than 21 members, according to regulations of the Politburo.

The structure orientation includes: Politburo member, National Assembly Chairman as Party Committee Secretary; Politburo member or Party Central Committee member, National Assembly Standing Vice Chairman as Standing Deputy Party Committee Secretary; National Assembly Vice Chairmen; National Assembly Standing Committee members; State Auditor General; 2-3 full-time Deputy Party Committee Secretaries and other structures proposed by the National Assembly Party Committee.

The number of deputy secretaries includes one permanent deputy secretary and 2-3 full-time deputy secretaries.

For the Party Committee of the Fatherland Front and Central organizations , the Politburo clearly stated that the Executive Committee must have no more than 45 people and a maximum of 15 people in the Standing Committee.

The structure orientation includes: Politburo member, Party Central Committee Secretary, Chairman of the Central Committee of the Vietnam Fatherland Front as Party Committee Secretary; Party Central Committee member, Vice Chairman - General Secretary of the Central Committee of the Vietnam Fatherland Front as Standing Deputy Secretary of the Party Committee.

The structure also includes Vice Chairmen of the Central Committee of the Vietnam Fatherland Front; heads of socio-political organizations; 2-3 full-time deputy secretaries of the Party Committee and other structures proposed by the Party Committee of the Vietnam Fatherland Front and central organizations.

The number of deputy secretaries includes one permanent deputy secretary and 2-3 full-time deputy secretaries.

The Politburo noted that after the 14th Party Congress, the Politburo will appoint the executive committee, standing committee, secretary, and deputy secretary for the 2025-2030 term of the four Party Committees directly under the Central Committee.

If absolutely necessary, the Politburo will consider increasing the number of full-time deputy secretaries of the four Party Committees to arrange and assign staff.
