On the afternoon of June 26, at a press conference providing information on socio -economic issues in Ho Chi Minh City, Mr. Nguyen Kien Giang, Deputy Head of the Department of Management, Maintenance and Operation of Traffic Works (Ho Chi Minh City Department of Construction) informed about Ho Chi Minh City's direction to pilot the exemption of construction permits.

The exemption from construction permits is being piloted under Article 89 of the Construction Law. Individual housing projects under 7 floors in projects with detailed planning 1/500 (approved by competent authorities) will be exempted from construction permits.
According to Mr. Nguyen Kien Giang, the exemption from construction permits helps reduce administrative procedures and save time for people when building houses. People who are exempt from permits only need to submit a notice of commencement of construction to the People's Committee of the commune where the construction is located, within 7 working days before the commencement of construction.
The notification file must include a copy of legal documents on land use rights and a house design that is consistent with approved planning and architecture.
The Department of Construction is coordinating with districts 6, 7, 3, 12, Tan Phu and Can Gio, Hoc Mon, Nha Be districts and Thu Duc City to review housing projects that have detailed 1/500 planning or approved urban design.
It is expected that before July 1, the Department of Construction will announce projects with detailed planning 1/500 or urban design approved by competent authorities that are exempt from construction permits. The areas with the highest concentration of land lots exempted from construction permits include District 7, Nha Be District, Binh Chanh District and Thu Duc City.
A representative of the Department of Construction said that according to regulations, the Chairman of the Ward People's Committee is responsible for checking compliance with the law when people build houses or constructions in urban areas.
Specialized agencies under the People's Committees at provincial and commune levels will also participate in guiding and inspecting the construction process.

The Ho Chi Minh City Department of Construction is rebuilding coordination regulations between functional units to improve the effectiveness of inspection and handling of illegal construction cases, especially in the context of license exemption.
Previously, the Prime Minister directed localities to cut down on construction licensing procedures for projects with detailed 1/500 planning or located in urban design areas.
Next, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc requested relevant departments to urgently advise on implementing this directive, and requested that in June, the Department of Construction must have instructions on areas eligible for exemption from permits.
Mr. Nguyen Kien Giang also informed about the traffic congestion situation in Ho Chi Minh City. Accordingly, the Department of Construction is assessing the traffic congestion situation, but does not classify the level of congestion as serious or not serious.

In early 2025, in Ho Chi Minh City, there were 23 traffic congestion risk points. By June 2025, 5 points had improved, 9 points had improved but were still complicated.
Regarding traffic accident black spots (spots where road traffic accidents often occur - according to Circular 41/2024 of the Ministry of Transport), Mr. Giang said that at the beginning of 2025, there were 3 spots left in the city. In the first 6 months of 2025, 2 spots were removed (steel overpass at Cong Hoa - Hoang Hoa Tham intersection, Tan Binh district; Nguyen Van Linh - National Highway 50 intersection, Binh Chanh district); 1 spot remained (Kenh Mot Tan bridge on Vo Chi Cong street, Thu Duc city).
