Previously, the Government's Electronic Information Portal published a report on information, press, and public opinion related to the direction and management of the Prime Minister and the Government, including press reports reflecting on the operation of the two-tiered local government system in Ho Chi Minh City.
According to the feedback received, after implementing the two-tiered local government model, Ho Chi Minh City has achieved some positive results, but there are still difficulties that need to be addressed.
One of the prominent difficulties is that the organizational structure and personnel allocation at the commune level have not met the demands of the workload in the new context, leading to situations such as work overload, difficulty in ensuring quality and progress, and a shortage of reserve resources when civil servants take leave, are sick, or participate in training and professional development...; the small number of leadership personnel limits management, administration, and advisory work.
Furthermore, after the district-level People's Committees ceased operations, the urban order management teams at the district level also stopped functioning; at the same time, the local inspection teams under the Department of Construction also underwent restructuring, leading to a situation where wards, communes, and special zones no longer have specialized forces to carry out the tasks of inspecting, monitoring, and handling violations related to urban order and construction.
Regarding this matter, Prime Minister Pham Minh Chinh instructed the Minister of Home Affairs to conduct research and promptly propose to the Government for consideration and decision at the next Government meeting on assessing the situation, progress, and results of the reorganization of administrative apparatus and units and the operation of the two-tiered local government organizational model.
