In his opening speech, Comrade Pham Gia Tuc, member of the Party Central Committee, Secretary of the Provincial Party Committee, Secretary of the Military Party Committee of Nam Dinh province, emphasized the socio-economic achievements of Nam Dinh in recent years, especially the contribution of the emulation movement "Determination to Win" (TĐQT) of the provincial armed forces in maintaining national security and defense and promoting economic development. The Provincial Party Secretary also affirmed the importance of the Congress in determining the direction and goals for the TĐQT movement in the period of 2024-2029.

Accordingly, in the period of 2019-2024, the emulation movement of the provincial armed forces has been organized and implemented closely, synchronously and achieved many solid results. Many new models and creative methods have been applied, creating spiritual motivation for cadres and soldiers to successfully complete their tasks. The emulation movements have helped the provincial armed forces successfully complete the tasks of training, rehearsal, combat readiness and building a clean and strong party organization.

Some outstanding results of the TĐQT movement during this period include: The provincial military launched 6 annual emulation movements, 28 sudden and peak emulation campaigns; organized 68 competitions to learn about traditions, economic, cultural and social knowledge with the participation of more than 1 million people; participated in the military-level political teaching competition and won 1 individual First Prize. The results of participation in competitions and sports events of the Ministry of National Defense and Military Region 3 always achieved high results.

Over the past 5 years, the provincial military has organized and participated in many defense drills in the province, districts, cities, and COVID-19 prevention and control drills in industrial parks. At the same time, training courses on national defense and security knowledge for more than 32,000 subjects have also been completed.

In the 2024-2029 period, the provincial military will continue to promote emulation movements, build many new advanced models, improve political quality and comprehensive strength, and successfully carry out local defense and military tasks.

Comrade Pham Dinh Nghi, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Chairman of the Provincial Emulation and Reward Council, affirmed that the international solidarity movement of the provincial armed forces has developed evenly, deeply and has had a strong influence, and at the same time requested the provincial armed forces to continue to thoroughly grasp and strictly implement the Party's resolutions, unite and be creative to promote the international solidarity movement associated with the local patriotic emulation movement, aiming to achieve higher achievements in the next period.

Lieutenant General Nguyen Quang Cuong, Party Secretary and Political Commissar of Military Region 3, highly appreciated the results of the emulation movement of the provincial armed forces and suggested continuing to promote the emulation movement associated with studying and following the ideology, morality and style of Ho Chi Minh. Lieutenant General Nguyen Quang Cuong emphasized the need to improve the quality of advice to Party committees and authorities on local military and defense work and maintain political stability, creating favorable conditions for socio-economic development.

At the Congress, the Chairman of the Provincial People's Committee awarded Certificates of Merit to 5 collectives and 8 individuals; the Provincial Military Command honored 15 collectives and 30 typical advanced individuals with outstanding achievements in the provincial Armed Forces International Movement in the period 2019 - 2024.
