This content was included in the concluding statement of General Secretary To Lam at the working session on April 18th with the Government and ministries and agencies on the implementation of Central Committee resolutions on education and training; preparation of the Politburo 's resolution on breakthroughs in education and training; and some policies to support teaching and learning. Accordingly, teaching two sessions per day will ensure no fees are charged and reduce pressure on students, while strengthening the teaching of culture and arts, ensuring the comprehensive development of students.
The General Secretary instructed the Party Committee of the Government to direct the Ministry of Education and Training, other ministries, sectors, and localities to fully prepare the necessary conditions regarding infrastructure, teachers, curriculum content, and educational activities so that primary and secondary schools can conduct classes for two sessions per day, ensuring improved educational quality. This will be implemented starting from the 2025-2026 school year.
Previously, speaking at a conference, General Secretary To Lam stated that during discussions with the Ministry of Education and Training, they had discussed the idea of a two-session school day. The afternoon could be used for additional subjects to help children develop. For example, music lessons could involve inviting singers and talented artists to teach the children, with contracts in place. The same could apply to physical education and sports , inviting athletes. Or perhaps inviting artists to guide the children in drawing. The goal is that by the end of 12th grade, each student should know how to play at least one musical instrument, depending on their family's circumstances, abilities, and talent.
This is a very sound and popular policy because currently, students from primary to high school in our country are studying a curriculum that is considered quite demanding and stressful. Besides classroom time, students also have to attend extra classes and tutoring, leaving no time for extracurricular activities, skill development, sports, or recreation. Therefore, if schools combine academic teaching with talent and skill development, it will help reduce pressure, making each day at school a truly enjoyable one for students, while also relieving parents of the stress of transporting their children to and from school, and eliminating the need to choose tutors or centers for after-school classes.
However, to realize this policy sooner, the State needs a systematic investment policy in infrastructure, training and professional development of teachers for gifted education, or a mechanism for commissioning and contracting with lecturers. In particular, mobilizing social resources is also a feasible solution to jointly build a high-quality educational environment, alongside the active and proactive participation of local authorities…
