This draft Circular applies to state agencies, organizations, and individuals involved in the management, development, and implementation of economic and technical norms for public service activities using state budget funds in the field of journalism under the state management scope of the Ministry of Information and Communications .

General principles for establishing economic and technical norms in the field of journalism.

The draft clearly outlines the general principles for establishing economic and technical norms for public service activities in the field of journalism using state budget funds:

Ensuring the accuracy and completeness of all necessary costs to complete a public service product that meets the criteria, standards, and quality requirements as stipulated in current regulations.

Standards are established based on practical experience in organizing production and providing services; they are based on scientific and technological achievements, ensuring stability over a certain period, and are consistent with practical requirements. When there are changes in technology, legal regulations, or when they are no longer suitable for practical requirements, the standards must be adjusted or newly established.

The established work procedures across different sectors under the state management purview of the Ministry of Information and Communications must ensure consistency.

Meeting the general structural requirements of various economic and technical norms.

The objective is to establish economic and technical norms as a basis for setting prices (unit prices) for public service activities in the field of journalism. These economic and technical norms will serve as a basis for competent authorities to determine the prices of public service products in the field of journalism under the State management scope of the Ministry of Information and Communications.

Press agencies shall develop and submit for promulgation economic and technical norms to improve the efficiency of their operations and to facilitate the fulfillment of orders for public service activities commissioned by State agencies. These norms serve as a basis for developing and implementing plans, managing economics, finance, and quality in the operations of public service units using State budget funds; and promoting socialization in the provision of public services in the field of journalism.

Classification of economic and technical norms in the field of journalism.

For public service activities using central government budget: central press agencies shall organize the development of economic and technical norms, submit reports to the governing body for appraisal and approval, or authorize approval and issuance for implementation by that press agency.

For public service activities using local budgets: Based on the list of public service activities issued by the competent authority at the local level, the Provincial People's Committee shall organize the development of economic and technical norms and issue them for application to local press agencies.

Authority to regulate economic and technical norms in the field of journalism

The Ministry of Information and Communications is developing a Circular guiding the regulations on the process of developing, appraising, and promulgating economic and technical norms for public service activities using state budget funds in the field of journalism under the state management scope of the Ministry of Information and Communications; and stipulating economic and technical norms for public service activities using state budget funds in the field of journalism for press agencies under the Ministry of Information and Communications.

Central press agencies shall develop economic and technical norms in accordance with the guidelines and submit them to their governing bodies for appraisal and approval, or authorize approval and issuance, for implementation by those press agencies. Central press governing bodies shall organize the appraisal and approval, or authorize approval and issuance, of norms in accordance with the guidelines of this Circular;

The People's Committees of provinces and centrally-administered cities shall prescribe the economic and technical norms for public service activities in the field of journalism, within the scope of local management and using local budgets.
