Chairman of the National Assembly's Committee on Law and Justice Hoang Thanh Tung presented a report explaining and receiving opinions on the draft resolution.
Accordingly, as of June 5, there have been 280,226,909 comments from agencies, organizations and individuals on all contents and provisions in the draft resolution.
The vast majority of opinions (99.75%) agreed with the necessity of amending and supplementing a number of articles of the 2013 Constitution; agreed with the scope of amendments and supplements and the basic content of the draft resolution.

The Committee believes that the proposed amendments and supplements to a number of articles of the 2013 Constitution this time create a solid constitutional basis for the revolution to reorganize the political system in the direction of being streamlined, compact, strong, effective, efficient, and effective, effectively serving the people and businesses, meeting the requirements of national construction and development in the new era.
Regarding the Vietnam Fatherland Front, the Vietnam Trade Union and other socio-political organizations (Articles 9, 10 and 84 of the 2013 Constitution), according to the report, on the basis of research and careful consideration of the opinions of the people and National Assembly deputies, the Committee agreed to accept and revise in the direction of: continuing to affirm that socio-political organizations are under the Vietnam Fatherland Front, led by the Communist Party of Vietnam; stipulating that "the Vietnam Trade Union is the sole representative of workers in labor relations at the national level and in international relations on trade unions" to clearly affirm the irreplaceable position and role of the Vietnam Trade Union.
Along with that, absorb and adjust in the direction of regulating that the central agencies of socio-political organizations have the right to submit draft laws to the National Assembly, submit draft ordinances to the National Assembly Standing Committee; and other member organizations of the Front will exercise this right through the Central Committee of the Vietnam Fatherland Front.
Regarding the organization of administrative units and local government (Articles 110, 111, 112, 114 and 115 of the 2013 Constitution), the majority of opinions agreed with the amendments and supplements to implement the policy on organizing two-level local government.
Some opinions suggested keeping the provision that "the establishment, dissolution, merger, division, and adjustment of administrative boundaries must consult with local people" as in the current Constitution. Many opinions suggested keeping the right of People's Council delegates to question the Chief Justice of the People's Court and the Chief Prosecutor of the People's Procuracy as in the current Constitution.

Regarding administrative units, the draft resolution has been accepted and revised in the direction of stipulating that administrative units of the Socialist Republic of Vietnam are organized into 2 levels, including provinces and centrally run cities and administrative units below provinces and centrally run cities as prescribed by law; retaining the provisions on the establishment, dissolution, merger, division, and adjustment of administrative unit boundaries that must consult local people as currently prescribed.
Regarding special administrative-economic units, the committee proposed to add a clause (clause 3) to Article 111 with the content: "Local authorities in special administrative-economic units are prescribed by the National Assembly when establishing such special administrative-economic units".
Regarding the right of People's Council deputies to question the Chief Justice of the People's Court and the Chief Prosecutor of the People's Procuracy, to ensure the requirement to continue affirming and promoting the role of supervision and implementing the people's mastery through People's Councils at all levels, the Committee accepts the opinions of the people, relevant agencies, and National Assembly deputies and proposes to retain the provisions on the right of questioning of People's Council deputies, that is, not to amend or supplement Article 115 of the Constitution anymore.
Regarding the effective date and transitional provisions, in order to create favorable conditions for the Government, ministries, branches and localities to have more time to promptly implement the policy of rearranging and streamlining the apparatus of the political system and creating a constitutional legal basis for implementing the 2-level local government model, and soon putting the apparatus of local governments in administrative units into official operation from July 1, the committee proposed to determine the effective date of the Resolution amending and supplementing a number of articles of the 2013 Constitution from the date of its approval by the National Assembly (expected June 16); requested the President to promulgate this resolution on the same day as its approval by the National Assembly to promptly and widely inform voters and people nationwide about the content of the amendments and supplements to the Constitution.

At the same time, the draft resolution was revised to affirm that district-level administrative units nationwide will cease operations from July 1, 2025.
The Committee also believes that applying the mechanism of appointing leadership positions of People's Councils and People's Committees in administrative units to carry out the arrangement is appropriate to the very special nature of the arrangement of administrative units in 2025.
This mechanism will only be implemented from now until the end of the 2021 - 2026 term to serve the arrangement of administrative units in 2025 in conjunction with the amended and supplemented content of the Constitution (on not organizing district-level administrative units). After the election of People's Council delegates at all levels for the 2026 - 2031 term and the following years, the election of personnel will continue to be carried out normally in accordance with current regulations. The People's Council will elect the positions of the People's Council and People's Committee.
The Committee proposed that the National Assembly consider and add to the general resolution of the 9th session the content of recognizing and evaluating the role, merits, achievements and contributions of 696 district-level administrative units in the stages of national construction, development and defense of the Fatherland before officially ending their operations on July 1, 2025.
